Research On The Security Capacity Of Basic Endowment Insurance In Ningxia Province

Ningxia province’s basic endowment insurance has made remarkable achievement in thepast several decades. Basic endowment insurance makes progress to some degree and makescontributions to the reform of traditional pension model, improving living standard of retirees,promoting the development of society and economy, etc. however, with the rapidity ofpopulation aging process and inflation getting worsen, the security capacity of Ningxiaprovince’ basic endowment insurance are facing several problems.The paper researches on the security capability of basic endowment insurance bymethods of combination of theory with practice and integrating qualitative analysis withquantitative analysis. Firstly, the paper analyses the route of development and basic securityfunctions of basic endowment insurance and theories of basic endowment insurance. Secondly,the paper frames the evaluation index system of security capacity for basic endowmentinsurance, implements correlation analysis and comparative analysis based on the relatedstatistical data and panel’s opinions, and gets several conclusions. Thirdly, the paper analysesthe problems of capacity of Ningxia province’ basic endowment insurance and the reasonswhy these problems emerged. And the problems include insufficient coverage, low pensionreplace rate, lack of fairness between urban and rural areas, imperfect legislation of the basicendowment insurance, lack of effective connection between different systems, etc. At last, inorder to solve the problems mentioned above, the paper proposes that enlarge security range,solve connection problem through legislation, and constantly improve the basicendowment insurance treatment, overcome unfairness, improve the supervision andmanagement for basic endowment insurance.
