Study On The Evaluation Of The Effect Of The Basic Endowment Insurance System For Urban And Rural Residents In Hunan

The new rural endowment insurance and pension insurance for urban residents have been implemented,which marked with urban and rural integration process,China formally entered the basic old-age insurance system for urban and rural residents “full coverage” of the golden age.In 2014,the implementation opinions of our country pointed out that the basic principle of basic old-age insurance for urban and rural residents is "basic,wide coverage,flexible and sustainable".Through the analysis of the literature at home and abroad,the final choice of the four dimensions of system fairness,system availability,system sustainability and system satisfaction.As evaluation of Hunan Province,"the implementation effect of urban and rural residents insurance system level evaluation index on the basis of this,according to the specific circumstances of the implementation of the system of the establishment of the two evaluation indexes corresponding to,for example the fairness of the system can be divided into fairness and system external system internal fairness of two specific indicators,the effectiveness of the system can be divided into the coverage of pension insurance,endowment insurance benefit rate,growth rate,number of insurance agencies set up pension insurance policy awareness rate,five indexes etc..Based on the Hunan urban and rural residents arrange the content and characteristics of insurance system,on the basis of investigation and research found that Hunan province rural home security system implementation process problems,the fairness of the system effectiveness needs to be strengthened,the system sustainability need to continue to develop,the system still need to improve the satisfaction degree of the four aspects of the problem.Finally,from the evaluation of the implementation effect,the paper puts forward some suggestions and countermeasures to improve the urban and rural basic old-age insurance system.The first is the "maintenance of urban and rural residents" institutional arrangements should keep pace with the times,strengthen the policy of its own attraction.Second is to enrich the policy propaganda form,improve the system of participation and satisfaction.The third is to combine a variety of ways to solve the problems of the elderly,to actively promote and encourage the family pension,gradually improve the community and social support system.
