The Study Of Incentive Mechnaism On The Promotion Of Rural Distributed Renewable Energy Technology

The rural energy is an important factor in the construction of socialist new countryside,the development of rural energy distributed renewable energy has great significanceon meeting the farmers’ production and living energy demand, optimizing the ruralenvironment, and improving the degree of civilization in rural areas. Therefore, studyon the rural energy is beneficial to the promotion of the development level of ruralenergy, and it has great theoretical and practical significance.To analyze the status quo of China’s rural renewable energy promotion, surveys onrural biogas promotion have been carried out in a Gaojiazhuang village ofShijiazhuang City, Hebei Province; Banliao village and Huangping village of Xuan’enCounty, Hubei Province; Dadongguo village of Changping Distric, Beijing City. Thedevelopment status of biogas and the problems that exist in the actual promotionprocess have been investigated. The key factors, which affect the promotion of ruralbiogas, are famer family income, government investment, education, technologyservice.The system dynamics model is proposed to study the distributed renewable energypromotion in rural areas and the simulation of the distributed renewable energydevelopment in Henan Province given by Vensim. The emission reduction target is akey factor in the system dynamics model of the distributed renewable energypromotion in rural areas. The simulation shows the different results of variousprograms with combination of the emission reduction target and financial investmentof government etc. Finally, suggests to development of distributed renewable energyin China’s rural area are proposed. The incentive policies such as increasing financialinvestment of government, a continuous financial support plan, keeping the maininvestment position of rural household biogas, creating channels for the social capitalinto the field of rural energy construction, a reasonable and appropriate higheremission reduction target, education, and strengthen technical service capacity arebeneficial for the development of distributed renewable energy in China’s rural area.
