The Status Quo And Development Countermeasure Of Agricultural Industrialization Of Sichuan Bazhou District

The industrialized operation of Chinese agriculture is inevitable result of agriculture developing under the system of market economy, has significant meanings in the aspects of adjusting agricultural structure, increasing the peasants’ income and improving the international competition ability of agricultural products. Pushing forward the agricultural industrialization will resolve the serious conflict between disperse and weak farmers and large-scale market well, and transfer information about sales channel, technique service and market to peasants efficiently and conveniently in order to advance the economical benefits of agriculture, expand agricultural operation, further promote the development of agricultural technology.Bazhou district of Bazhong city in Sichuan Province is a border and poverty-stricken area, and far lower agricultural industrialization, so it is difficult to completely meet the demand of new trend that our agriculture is quickly coming into internationalization and overall marketization. Therefore, this paper takes agricultural industrialization of Bazhong as research object on the basis of analysis on development process, mode and trend of domestic and overseas agricultural industrialization, concludes the status quo and existing problems and difficulties of agricultural industrialization of Bazhou district with the methods of literature research, interview, typical investigation and questionnaire investigation; and then proposes suggestions and counter measures reforming and improving the agricultural industrialization combining with the rural economical development requirement and agricultural industrial structure adjustment of Bazhou district, analyzes and explores the internal laws of agricultural industrialization, finally, the conclusions are as following:1. There are many species of agricultural products in Bazhou district, the characteristic industries are developing well, the construction of planting base is developing along the right lines, the planting areas of potato, vegetable and Chinese medicine are continuously expanding, and the output of these products are increasing constantly, the development pattern of advantaged agricultural product including potato with high quality, reverse season vegetable, good dry fruit such as walnut and chestnut, good lean-fleshed pig has been formed. The leader agricultural enterprises have taken shape, and brand establishment and integration have won initial success, these enterprises include10district level key enterprises,24agricultural product processing enterprises with output value of10million yuan,5enterprises with output value of100million yuan, and all of them realize sales income of500million yuan, and profit and tax of80million yuan; there are42products in total that obtain certificate of organic food and green food, and17agricultural product that are cognized as agricultural products without environment pollution; there are5agricultural standardization demonstration zones in national level and8agricultural standardization demonstration village and town. At one time, the opening up level of agriculture is improving constantly, the amount of imports and exports is increasing, and in2008, export of agricultural products grew by44.3%over the same period of last year.2. Currently, there are some problems existing in the agricultural industrialization operation of Bazhou district:the impetus of sustainable development given by the leader enterprises is not strong; the agricultural industrialization level of operation of scale is lower, the characteristic and good agricultural products have small scale and low total amount; the industrialization level is not high, there are a few famous brands of characteristic agricultural products; the industrial structure is not reasonable, the industrial mechanism is not healthy, and the efficient and integrated operation mode can’t be formed.3. This paper proposes following countermeasures to further deepen the agricultural industrialization of Bazhou district:exerting the area advantages of Bazhou, insisting in developing characteristic planting industry, stock raising industry, forestry industry, fishery industry, agricultural product processing industry, rural touring industry and other characteristic industry; prioritizing key issues, promoting construction of planting base energetically, establishing eight characteristic agricultural industrialization park; focusing on crux, developing leader enterprises greatly, striving for establishing enterprise group and cluster with strong kernel competition power, extensively eradiated impetus, high market share and great brand effect, enhancing the comprehensive strength of enterprises and forming agricultural operation of scale; energetically developing professional operation organization and forming the pattern of network and layer tactic organization; enhancing pull force, energetically implementing brand strategy, promote standardization production and construction; perfecting mechanism of benefit combination, realizing joint development of peasants and enterprises, forming the benefit joint body of taking risk together, sharing benefit together, and realizing win-win of peasant who have increased income and enterprises that are profitable.
