Helping the poor out of poverty is a problem for all countries in the world.China is the most populous country in the world,It is also one of the countries with the largest population of poverty in the world.Since the founding of new china,Especially in the past forty years of reform and opening up,the Chinese government has continuously explored and stepped out of the road of poverty alleviation with Chinese characteristics,The success of helping more than 700 million poor people out of poverty has made remarkable achievements in the world.However,China has a large population base,a vast geographical area and uneven regional economic development,there are still more than 7000 people living in poverty.As an old revolutionary base area and a remote mountain area,the Bazhou District of Sichuan province is affected by many factors,such as history,geography and nature,and the social and economic development is relatively backward,and the problem of poverty is relatively prominent.Since the eighteenth National Congress of the Communist Party of China,general secretary Xi Jinping has put forward the concept of "precision poverty alleviation",And in the national scope of poverty alleviation and development efforts,poverty alleviation policy unprecedented positive.On this basis,Bazhou district government to respond positively to the national call,grasp the trend of the times,improve infrastructure,develop characteristic industry,driven by the big step of regional economic development,has achieved remarkable results.This paper selects the Bazhou area as the research object,through field visits,questionnaire,go deep into the first line,communicate with poor people,to discuss the work of helping the shortcomings and defects;and helping cadres in-depth exchanges,discussion of poverty relief and development problems and difficulties existing in the work.Through the accurate grasp poverty alleviation ideological trend and reality of the two most important role in the work,the analysis of Bazhou area poverty alleviation precise problems: accurate identification is difficult to accurate;subjectivity of poor people out of poverty and backwardness is not strong;slow development of industry,limited capacity to help poor people;unbalanced allocation of resources,resulting in a new contradiction;policy propaganda is not fully covered;social forces participating in poverty alleviation system is not perfect.At the same time,analyzes the existing problems,find out the crux of the problem,combined with the actual situation of Bazhou District,puts forward the corresponding countermeasures: helping cadres should pay attention to poverty alleviation;encourage the poor to rely on themselves;integration of resources and development of regional economy;guide social forces to participate in poverty alleviation and development;establish and perfect the relevant system.I hope that through this study to Bazhou District poverty alleviation precise play a certain role,for the government to make reference to the relevant relief mechanism,and provide some reference to other poor areas of precise poverty alleviation.
