With the deepening of worrying about the mode of economic growth which consuming resources in exchange for an increase in output, the contribution of scientific progress to economic growth becoming more and more important. The development of comprehensive national strength and international competitiveness of a country (or a region) dependent on the scientific level. The primary factor of improving the scientific level is the effective implementation of the investment in science and technology, in order to promote technological development to make it a positive interaction between economic growth and scientific input, and offer better service for economic growth.This paper uses the funds of science and technology activities in Jiangsu province represent scientific input, area Gross Domestic Product (GDP) represent economic growth, to analyzes the relationship between them, measure and calculate the measure of Jiangsu province scientific input to the economic growth.This paper firstly describes the current situation of economic growth and scientific input in recent years in Jiangsu province, and analyzes on the problems existing in them. On this basis, from a dynamic economic theory and uses the method of dynamic modeling of1989-2008years of Jiangsu province economic data, this paper makes a positive analysis with the relationship of scientific input and economic growth. Measures and calculates the long-term flexibility of scientific input to economic growth of Jiangsu province in this time span. On the basis of the co-integration theory, establishes a long-term equilibrium model to reflect the relationship between variables. And then used Granger causality test to verify the relationship between two above variables.Through the research get the following conclusions:1. After analysed the correlation of scientific funds input and gross domestic product (GDP) in Jiangsu province, the related coefficient of them is0.925144, explain from1989—2008the scientific funds input and gross domestic product (GDP) of Jiangsu province has strong relationship.2. Stationarity test showed that the scientific funds input and gross domestic product (GDP) is the first single. At the same time, co—integration test showed scientific funds input and gross domestic product (GDP) of the specific linear combination is smooth, and they have the long-term stability of the equilibrium relationship. The long-term elasticity was0.894706between scientific funds input and GDP, showed that in the long run, scientific funds input of Jiangsu province to economic growth has significant role in promoting,3. Granger causality test showed that, in the short term, scientific funds input of Jiangsu province is the granger reason for economic growth, and in the long run, they are two-way causality, which influence each other.On the basis of the current situation of scientific input and economic growth in Jiangsu province, and combined with the above the conclusion of empirical analysis, put forward policy suggestion under the new development of Jiangsu province with the scientific input.lncluding increasing financial investment, optimize expenditure structure; Conform social resources, to broaden the financing channels; Perfecting the innovation mechanism, clear dominant position; Follow the market orientation, to promote production and learning union; Promote technology transfer, accelerate the transformation of the achievements; Absorbing foreign technology realize the innovation to upgrade.
