Economic growth is the goal of common concern around the world, the basis for sustainable development, and scientific and technological progress is the core source of economic growth, and input in science and technology is a necessary condition for scientific and technological progress. The three factors, namely input in science and technology, scientific and technological progress and economic growth are interrelated, interactive, and supporting one another mutually. To promote economic development, it is necessary to increase input in science and technology, raising the scientific and technological input-output efficiency. It needs an in-depth study on input in science and technology for this system. The technology input system is complex itself, not only for its related indicators of input-output relationships, but for its scale and efficiency. Of course, the system has a certain internal regularity on its running at the same time. This paper is based on a consideration of the above discussion: Chapter I carries through an abroad theoretical analysis of the theory of economic growth, theoretically,explaining the necessity and importance of S&T input for the purpose of economic growth and S&T progress as the core. Summing up the status quo of the domestic research; Chapter II puts up an operational platform for the theory on economic development in science and technology; Chapter III discusses and calculates both the rate of scientific and technological progress and the rate of its contribution of economic development in Guangdong in different ways; Chapter IV collects statistic data on technology operations, comparing and analyzing its input-output situation from the perspective of the scale and efficiency with the efficiency of R&D, reflecting the achievements and shortcomings in the operation of Guangdong Provincial Science and Technology; Chapter V, in this chapter, input-output in science and technology will be seen as a dynamic system linked to economic development. I'll explore the rules of science and technology operation and how to stimulate economic growth with statistical analysis. And I'll build an equation model providing a basis on technology management, technology controlling and technology forecasting for Guangdong Province. In chapter VI, I'll give some corresponding Countermeasures and suggestions according to the aforementioned analysis results.
