The Research Of The Incomes Status Of Farmers And Nomads And The Income Countermeasures In Inner Mongolia

Agriculture, rural area and farmers’problem are the important problem of national economy. Since our country had implemented the reform and open policy and land contract, farmer and nomad’s enthusiasm is greatly aroused, so development of agricultural and pastoral area has appeared unprecedented new scene. But due to various reasons, development of agricultural and pastoral areas is become slowly, farmer and nomad’s income is still cannot growth rapidly, and this condition is become unable to adapt to the requirements of the current development. So, the problem of farmer and nomad’s income becomes the key problem, increasing farmer and nomad’s income is not only related to development and stability of agriculture and animal husbandry and farming pastoral, but also relates to the implementation of the policy of expanding domestic demand, it involves every aspects of national economy even more. Inner Mongolian farmer and nomad income has been growing steadily year by year, but growth speed is still slow. Therefore, it’s become an important problem of Inner Mongolia and even countrywide well-off society. So, how to keep fast and stable growth of farmer and nomad’s income? According to this problem, based on discovering and analyzing the elements of preventing income, it is very important to take appropriate countermeasures. In this paper,some related econoMic theory,is applied,and some research methl ods just as investigative research,comparative analysis and other rese,arch methods are utilized for analyzing of Inner Mongolia’s farmer and nomad’s growth trends and characteristics,and analyze the elements which limit the growth of famer and nomad’s income for the following aspects just as limitations of natural conditions,unitary structure of income,low level of educational standard,low llevel of management.And puts forward the countermermeasures of changing fanging farmer and nomad’s idea,driving agriculture and animal husbandry development by industry,dveloping the farmeers cooperates,and accclerating the farmers and nomad’s labor shifting.This paper consists of three parts.The first part,study lnner Mongolia’s farmer and nomad’s growth trends and characteristics,analyze farmer and nomad’s income structure, and income gap inside of farmers and nomads,and income gap of farmers and urban residents’The second part,analyzes the factors of limiting famer and nomad’s income growth by the following aspects just as natural condition,unitary structure of income,low ievel of self-management of famer and nomad’s Spontaneous organization,and less investment of govermnts to faming and animal husbandry,slow speed of rural labor transfer and so on. The third part, put forward to several countermeasure just as changing farmer and nomad’s idea, driving agriculture and animal husbandry development by industry, developing the farmers cooperatives, and accelerating the farmers and nomad’s labor shifting and consummating the social safeguard system.
