Open Coal Mine Social Impact Assessment Approach

Social impact evaluation is an indispensability part of project evaluation. By social impact evaluation, the open pit coalmines project can be harmonious to its environment, and can avoid the short-time investment or blindness investment, and the resource should be used reasonably, and the economic district layout should be reasonable. There are many defects that should be perfected for the social impact evaluation open pit coalmines projects. So this thesis tries to study on the social impact evaluation open pit coalmines projects.At last the application of the indexes and methods of the social impact evaluation of the open pit Huolinhe coalmine is studied in a case. Exploitation of coal mine resources with the external manifestations of environmental effects has been analyzed, including three levels:disturbance damage of land resources and lithosphere; damage of air and water environment of mining grassland ecosystem; and destruction of other elements of grassland ecosystem function. All of those lay the groundwork for the research.On the basis of investigating and analyzing comprehensively the planning expressway construction project and according to the advices of the experts, the thesis selects some indexes suitable to this project by clustering and summing up the former indexes, and at last the method offuzzy integrative assessment is-used to assess the social impact form this construction project. The conclusion of analyzing this case shows that the indexes system is rational and these models are comparatively objective and effectively.
