Research On The Institutionalization Of Small And Micro Enterprises’ Social Insurance Predicament

The small and micro enterprises are the basic economic cell in ourcountry. The healthy development of small and micro enterprises is animportant foundation for the smooth running of the national economy andsocial stability. The report of the Eighteenth National People’s Congressof the Communist Party of China, explicitly required to support thedevelopment of small and micro enterprises, which fully reflects ourparty attaches great importance to the sustained and healthy developmentof small and micro enterprises. Now, domestic and internationaleconomic situation is complicated, small and micro enterprises facinginternal and external problems. So, it is the realistic choice to support thesmall and micro enterprises’ survival and development. What’s more,they also reflect our practice on the real economy and the government’spublic service. As an important public service, social insurance ought tosupport the development of small and micro enterprises. As China’s social insurance system is unfair and unreasonable, oursmall and micro enterprises face many problems in the process ofparticipation in social insurance, such as pay levels exceed the capacity ofenterprises, social insurance system to participate in the complexity of theprocedure, the transfer of social security successive difficult predicament.In this paper, I draw some abroad mature experiences in the socialinsurance system and give some suggestions on completing socialinsurance system.The equilibrium theory of demand and supply is the analysisframework in this paper, which provides institutionalized ways to solvethe dilemma of social insurance of small and micro enterprises. Firstly,this paper points out the fact that China’s social insurance system doesn’tsuit to China’s small and micro enterprises, then advocates that under thecurrent social insurance system, we should make some adjustments on theinstitutional environment, the operating mechanism of the socialinsurance system, ultimately to support the development of small and micro enterprises in China and to achieve the purpose of economicprosperity.
