Since reform and opening-up, enormous quantity small micro enterprises havebeen growing for the features of zhejiang economy and vitality, and strong support ofthe local economy development. The main business income of industrial small microenterprises in zhejiang province by the end of2012, is3.37trillion yuan, the taxestotal reached to130.79billion yuan, profit of161.104billion yuan, respectively,50.1%,49.9%and61.5%of all industrial enterprises. In addition, small microenterprise has made irreplaceable contributions in employment, increasing the fiscalrevenues and promoting product innovation for the social and economic developmentof zhejiang province. However, the speed of economic growth and economicdevelopment contribution of micro and small enterprises are disproportionately withits social insurance, there is a great problem, small micro enterprise and the staff ofsmall micro enterprise active or passive free outside of the social insurance system,small micro enterprise’s sustainable development management have risks, small microenterprise employees’ rights and interests are violated, basic living security, socialinsurance covering more harder, the social risk increases, social injustice, thegovernment’s social insurance fund payments imbalances, increase the financialburden and financial loss, these all brought great harm to zhejiang province’seconomic and social development. Therefore, solving the problem of small microenterprise social insurance has been imperative.At present, the government of zhejiang provincial to boost the development ofsmall micro enterprises to develop the corresponding preferential policies to alleviatethe small micro enterprise of social security payment burden, but these policies aretemporary, lack of continuity and, can not fundamentally solve the problem of smallmicro enterprise’s social insurance.In recent years, the provincial government for the needs of the province’seconomic growth burdens on small and micro enterprises to give policy socialinsurance. From these policies, the small and micro enterprises in the insurancecompanies who have really benefited from these policies, reducing the cost of doingbusiness in social security spending, increasing the company’s revenue. But theburden of administrative regulations and relevant policies mainly aimed at employers pay concessions, while the small and micro enterprises almost no concessions insuredemployees involved, therefore, to address the limited role of the insured extendedsurface areas of such enterprises. And these policies are mostly temporary, the lack ofcontinuity and longevity, small and micro enterprises can not solve the problemfundamentally social insurance. Therefore, to truly unlock the small and microenterprises from social security knot had real problems, theory-based, full analysis ofcause of the problem, and then propose a targeted problem-solving advice.This article is divided into six parts, the first part mainly discusses thebackground and significance, this article selected topic related literature review athome and abroad, the related theoretical basis as well as the introduction of writingresearch methods, basic ideas and innovations and the insufficiency. The second part,first of all, to define the concept of small micro enterprise, and then the developmentof small micro enterprise of zhejiang province at present are summarized, includingdevelopment present situation, characteristics, economic contribution to society, andthe difficulty of its development.The third part reviews the development of the social insurance system of theenterprise in zhejiang province since the reform and opening up, and the governmentof zhejiang province to lighten the burden of social insurance pay small microenterprise of the preferential policy, as the institutional basis for the paper analysis.The fourth part introduces the problems existing in the small micro enterprise ofzhejiang province on social insurance, including small micro enterprise is clearlyflight fee, small micro enterprise employees ginseng protect enthusiasm is not high,and poor supervision of local government, and show the form of these problemsthrough data, and then analyze the effects of social insurance problem about smallmicro enterprise. The fifth part analyze the factors which cause the social insuranceproblems, from the Angle of three problems existed in the correspondence analysis,and take two aspects of subjective and objective analysis. The sixth part of the article,putting forward the correspond reform Suggestions. Pointed out that to solve theproblem of small micro enterprise of social insurance, not just one stage ofpreferential policies, and first of all should boost the development of enterprises,employees’ pay, easing the burden on enterprises and employees of ginseng, make itshave objective conditions to join the social insurance system, Second shouldstrengthen the social insurance knowledge propaganda, raise awareness of the ginsengof enterprises and employees, the local government to strengthen the supervision, increase the cost of enterprises and individuals to escape fee, make its voluntary, takethe initiative to join the social insurance system, actively expand coverage for socialinsurance in zhejiang province, thus really solve small micro enterprise social securityknot, power of zhejiang province’s economic and social steady and healthydevelopment.
