Study On Circulation Industry Evaluation Index System Of Beijing, From The Perspective Of World Cities

World Cities, the most advanced form of International Cities, are internationalmetropolises which have strong international attraction, compatibility and influence.To make Beijing a World City is a long-term national strategy as well as a long-termplan which the local government of Beijing city is making implementation gradually.However, when Beijing is gradually approaching the target of World City, is thedevelopment of circulation industry keeping up with that of the city? Doescirculation industry of Beijing get ahead or fall behind the requirements of World City?In which aspects there still needs improvements for circulation industry of Beijing inorder to achieve the aim of World City? This paper intends to assess the developmentsituation of circulation industry of Beijing by constructing a reasonable assessmentindicator system of circulation industry of World Cities, and then find out t the weaklinks in the circulation industry, and finally present relevant policies and suggestion.The core contents of this paper contain: selection of the assessment indicators forthe circulation industry of World Cities, selection of evaluation tools, and then thedetermination of the weight of different indicators, and analysis of circulation industryof Beijing by applying this assessment indicator system. To make the assessmentmore comprehensive and more scientific, this paper designs an indicator system thatincludes three parts, which are the environment of the development of circulationindustry, the level of development of circulation industry, the potential ofdevelopment of circulation industry. They are mutual independent but also logicallylinked; each of them can be applied alone as well as applied as an entirety to assessthe composite index. This paper applies modified Analytic Hierarchy Process todetermine the weight allocation among the assessment indicators.The evaluation results of this paper is67.98points, slightly lower than theaverage level of World Cities. Based on the comparison and analysis of the resultsunder the three categories of indicators, this paper finds out some factors that havegreat impacts on the circulation industry indicators but that of Beijing are far less thanthat of World Cities, and also some advantages of Beijing. Finally, according to theaforementioned results, this paper proposes the suggestion of establishment andimprovement of policies of circulation industry.
