Spring Festival transportation appeared in the beginning of the founding of New China. In the50years of development history,"Spring Festival" transportation has witnessed the social institutional and social structure changes of China. The social economic transformation brought too much demand of railway transport capacity. Under the plight of transport capacity shortage and system defects, people in the Spring Festival transportation it is hard to buy a ticket.The main content of this paper is the study of the contradiction between supply, demand of railway transport capacity, the cause of the formation of the Spring Festival transportation railway passenger flow, the "binary" social economic structure, the household registration system and the importance in economic development between regions which bring a huge passenger flow that lead to the result of insufficiency of railway.Through the deeply thinking, I found that the cause of hard to buy train tickets in Spring Festival is not only the insufficiency of railway and demand of railway transport capacity, but also is the problem of binary social economic structure which reflect the gap between urban and rural areas, industry and agriculture, and the gap in development between regions. The crux of the problem lies in hundreds of millions of Chinese traditional culture, has endowment of migrant workers to and from the Spring Festival period between urban and rural areas.Accordingly, this paper concluded:To alleviate the pressure of Spring Festival, we should start with the improvement of railway transport capacity, railway infrastructure construction and the improvement of the railway management system. But fundamentally solve the problem, we must from the population flow control and management based on the scientific, avoid population on a large scale caused by frequent flow to the impact of the railway transport capacity. Therefore, we must wrork to accelerate the transformation of social economy, and thoroughly resolve "binary" social economic disadvantages. Based on this, this paper puts forward the corresponding counter measures and suggestions.
