Since reform and openness, Chinese economic development has achieved great success. The small-and-medium-sized enterprises play an increasingly important role in it, which not only promotes the increase of gross domestic output and impels economic vitality, but also creates jobs to greatly alleviate labor surplus. In order to make human resource system of modern enterprise, the small-and-medium-sized enterprises shall focus on human resource development and carry out incentive system as an important step. The small-and-medium-sized enterprises shall set up and complete the incentive system and ensure it scientization and rationalization to attract high-qualified personnel. Reasonable incentive system not only improves performance of employees by leaps and bounds to induce the increase of the total performance, but also enables the enterprises to remain high-qualified personnel.This paper focuses on the incentive system of human resource management mode and emphasizes on the defects and restraining factors of the incentive system in Chinese enterprises. This paper firstly concludes and analyzes the importance of the incentive system for small-and-medium-sized enterprises. The author suggests under the background of global economics, the knowledge and technology plays a key role in the enterprises’development. The enterprises must implement the incentive system to attract high-qualified personnel to improve its core competitiveness, in turn, the enterprises can be continually, healthily and stably developed. Then, this paper analyzes and discusses the defects and restraining factors of the incentive system in current small-and-medium-sized enterprises, including the shortage of communication and incomplete training system. Finally, the author takes Shenzhen Ketong Company for example to introduce and analyze its incentive system for salesmen, discusses and concludes restraining factors and makes relevant suggestions on the reform of the incentive system, including spirit incentive system and salary incentive system.
