Nowadays the whole body of mankind entered the new age of knowledge economy which plays a dominant position in the international economy. The accumulation and innovation of knowledge will become a main impetus for the increase of economy in the new era. But now, mankind, as the carrier of knowledge, plays a more important role for the impelling of economy than anytime in the past. To adapt to the new time, it is very necessary for the society to exploit the human resources. The competition of modern enterprises has changed from the marketing competition to the talent one. With the extension of reform and open-up, many oversea investments have entered the domestic market and made the competition more intensely. Under this situation, many medium-sized and small-sized enterprises are proposed to improve administration and enhance the competition. So, it is very necessary to reform the administration of human resource.At present, there are many researches for the administration of human resource in west countries; and some enterprises have got some certain results in the aspects of administration and application, for an example, in Haier and Lenovo. However, the situation in the medium and small-sized enterprises is more complicated, and they have many special problems and challenges in future. Referencing the advanced experience and methods of human resource management in west countries, this thesis uses literature and survey methods and analyzes the characteristics and actuality of the administration of human resource management in medium and small-sized enterprises based on the understanding of the administration, mode and trend of human resource; discusses the problems in the reform of the administration of human resource; proposes some corresponding strategies for the reform of the administration of human resource. This thesis emphasizes on how to introduce the methods of political education in the strategies as the reform brings fluctuation in mentality to the stuff. Under this research, it will provide a new mode for the enterprises to improve the administration of human resource.This thesis analyzes the development and trend of human resource management from the view of intercrossing, promotion and development between information technology and managing subjects; comments on the actuality of research on human resource management in China; demonstrates the relationship between human resource management and informationized administration; illustrates the impetus and changes of enterprises' human resource management from informationized technology to promote enterprises' development through the analysis on practical cases.The cases and suggestions in this thesis provide a referencing mode for the medium and small sized enterprises; and the enterprises can reconstruct the mode and put in into practice according to the experience of management.No doubt, the domain of the administration of human resource is very abroad. But, to find a practical way for the development of the administration of human resource, it needs to explore for the medium and small-sized enterprises under the economic circumstances in China. This thesis discusses a series of correlative issues for the administration of manpower referencing the successful experience of administration of human resource in west enterprises from the theoretical and practice angle of views; emphasizes the practice of the development of human resource from the theoretical and practice aspects; at last proposes the concrete scheme and the managing mode for the medium and small-sized enterprises in the knowledge economy era based on the research.
