China's SMEs (small and medium enterprises) have grown very fast since the reform and opening up three decades ago and became an indispensable part of China's economy, making great contribution to the employment and the reform of market economy, but this is not in line with the development of human resources management of SMEs. The main reason behind this phenomenon is the lack of a scientific HR system. Taking this into consideration, building an HR system regarding of the reality of the enterprise and improve the level of HR management.This paper is the result of a research on Anhui Delin Environmental Protection Development Co., as part of a joint-research between Anhui University and Huaining Government:'Human Resources Management in SMEs'. The paper is made of 6 parts.The first part of the paper presented the background, aim and the way this paper used in the research.The second part gave a brief summary of the concept of SMEs and HR management.The third part gave a presentation and analysis of current research done in HR management of SMEs. It is found that several problems can be tracked in HR management of SMEs:an ineffective performance evaluation system, recruitment irrelevancy and unscientific compensation system. This part also gave a description of the reasons why these problems emerged.The fourth part is a case study. A large survey is conducted to find issues encountered by Delin Company with the help of an extensive analysis based on that Having given the analysis, this part gave a summary of problems commonly seen in HR management of Delin Company. The fifth part gave some suggestions on recruitment, performance evaluation, compensation management and training system of Delin Company. The final part gave a summary of the building of HR management system of SMEs based on the suggestions given in the previous part.This part gave an analysis of the current situation and the problems based on a large collection of previous paper using case study. This paper has also tried to build an HR system of Delin Company with the wish of giving some reference of the design of future HR management of SMEs.
