The content and the level of the industrial structure is a concrete manifestation of the content and level of regional economic development, So in this sense, the regional industrial structure optimization and upgrading is the only way to achieve the sustainable development of the regional economy. In the historical context of the "Rise of Central China" strategy implementation and construction of "Two types of society", many changes have taken place in Wuhan city industry structure, but it still exists many unreasonable places, therefore, research on Wuhan city industry structure changes, and find the existing problems in the industrial structure, which is used in the12th five-year plan to guide adjustment and upgrading of industrial structure in Wuhan city has certain theoretical and practical significance. In the introduction section introduces the background, significance and the research status at home and abroad, which is the theoretical basis of article writing, then the overall analysis of the characteristics of industrial structure in Wuhan City from the2000to the2010year, and then describe in detail the characteristics and trend of the change in terms of manufacturing industry and service industry, and point out the inadequacies of the changes in industrial structure and put forward corresponding countermeasures. This paper draws the main following conclusions:First, the changes of industrial structure of Wuhan are in line with the general law of the evolution of industrial structure from the2000to the2010year:the total economy continues to grow, and increase significantly. The proportion of primary industry declining, the proportion of secondary industry fluctuations, remained stable, and the proportion of tertiary industry continues to rise, and gradually in the first place.Second, Wuhan City with developed cities in terms of the total economy, the rate of economic growth, the proportion of three industries allocated per capita GDP gap is still very great, so it remains to be a positive development in each aspect. The employment structure and industrial structure of Wuhan city is not harmonious. The pace of development of employment structure lags behind the pace of development of the industrial structure. The tertiary industry has the ability to absorb a large number of labor employment, so the government should vigorously develop the tertiary industry.Third, Wuhan City is a heavy chemical industry city, and the proportion of light and heavy industrial imbalance, and the proportion of heavy industry is too large. Manufacturing industry has an absolute advantage in the industry:manufacturing units increase; industry categories are complete; each industry output from2000to2010is maintained a growth trend; industry investment is also larger. However, there are many gaps between manufacturing industry of Wuhan city and the reasonable standard in the content of science and technology, industry related degree, resource allocation, and so on. The situation that manufacturing is given priority to with traditional manufacturing industry in Wuhan city is still no change, and the development of new manufacturing defects.Fourth, Wuhan city service industry growth rate is fast, but there is a great gap between the developed cities in the development level, industrial contribution rate, the ability to absorb labor force employment, and so on. Wuhan service industry is still dominated by traditional service, and investment focus on the traditional service industry. The ability of emerging service industry to absorb the labor force is insufficient. The government must accelerate the rate from the traditional service industry to emerging service industry.
