Study On The Land Utilization In Wuhan City Circle In The Perspective Of Industrial Structural Adjustment

The party and the government explicitly put forward changing the way of economic development as the principle line in the "Twelfth Five-Year" Plan, persisting in the major target of strategic adjustment of the economic structure. The adjustment of industrial structure is an important motivation of economic growth and it plays a vital role in keeping healthy, steady, and sustainable economic development. The very rare land resource, as a fundamental vehicle for industrial survival and development, is also a constraint condition of industrial development in space. After Wuhan City Circle was officially approved as a comprehensive equipped reform experimental zone for the "Two types of society"(resource-saving and environmental friendly), the economic mode of resource-saving and environmental friendly has become the foundation and key of economic and social accord development. With the economic development of Wuhan City Circle, the sphere and intensity of land utilization have gradually expanded. The change of development mode and the adjustment of industrial structure contradict to the limitation of land resource day by day, so the study of the land utilization of the city circle and the study of how to utilize the land resource efficiently in the perspective of industrial structure adjustment are of great realistic significance in promoting healthy and steady development of the economy as well as the society.In the first part, the present study makes a summary of the land utilization in the perspective of industrial structural adjustment and makes an explanation for the concepts and characteristics of land utilization. And it further sorts out some fundamental theories related to city circle and land utilization. In the second part, it provides an analysis of the current situation and problems of the land utilization in Wuhan City Circle. In the third part, it analyzes the land utilization in Wuhan City Circle in the perspective of industrial structural adjustment and it also demonstrates the interactive framework between land utilization in Wuhan and the adjustment of industrial structure. In the last part, it draws some conclusions through empirical analysis of land utilization level in Wuhan in the perspective of industrial structural adjustment. The conclusions are as follows:The land utilization level of Wuhan City Circle and the differences among the cities within the city circle is similar to the variation differences of industrial structure. In cities and areas where the industrial structure is more mature, the land utilization level is higher. The land utilization and the adjustment of industrial structure both influence and contradict each other. The land utilization can promote the adjustment of industrial structure and the transformation of economic development mode; also, the adjustment of industrial structure can raise the land utilization level.To further increase the efficiency of land utilization level in Wuhan City Circle, the study gives the following suggestions:Firstly, a system should be set up to promote the transformation of land utilization mode of city circle. Secondly, land policy should be improved. Thirdly, we should advocate using land economically and intensively, and guide the adjustment of industrial structure. Fourthly, we should plan the land utilization of city and countryside as a whole and promote the transformation of rural development mode. Fifthly, we should strengthen the protection of the cultivated land and guarantee steady and healthy development of the economy.
