Land provides survival and development space and material security for human. Land use and cover reflect the impact of human to ecosystem. In recently decades, reclamation activities constantly exacerbated, which lead to the dramatic changes in the natural environment. To divide eco-geographical zones, and use land according to local conditions and protect the environment become the important issue. The paper study the county’s land use, which plays an important role in ecological construction and social development.In this paper, the research history of eco-geographical regionalization is explains. According to present situation of natural ecosystems, land use situation, land use degree and land use effectiveness in Kangbao County, which located in the north-western end of Hebei Province. We formulated the principle of eco-geographical regionalization. We adopt index, including natural ecosystems, land use situation, land use degree and effectiveness, which composed the index system of Kangbao County. Quantitatively calculate and get preliminary regionalization in support of SPSS clustering division technical. Then qualitatively analysis the geo-morphological conditions and experience of experts, combine the approach of "up-down" and "bottom-up"Under the support of the principle and technical, the work mainly include,1. Investigate natural ecosystems condition and get data. Based on the field investigation research and visit related departments, collect data material and build database, statistics and analysis data with EXCEL、SPSS and ARCGIS.2. Build index system according the eco-geographical principles. The natural ecosystems includes:years of average precipitation and≥10℃accumulative temperature, which reflect climatic conditions, soil organic matter that reflects soil condition, and vegetation coverage that reflect biological conditions. The use of land resources index includes:Land reclamation rate, the rate of construction land, Landscape deviation degree, these reflect land use degree. And grain yields, net income of per farmers, the per capita arable land area, the proportion of plant production value, the proportion of animal husbandry output value, and these indexes reflect land use effectiveness.3. Combine geo-morphological conditions and experts’experience; divide Kangbao County into six areas. They are ecologically fragile areas in northern, the economy-grass ternary structure area in northeast, animal husbandry, agricultural grain and oil area in northwest, fruits and vegetables-tourist area in central and southern, Cash crops-livestock area in southwest and forestry-grain and oil area in east hilly.4. Proposed strategies for each area. First, preventing and treating desertification, continue to promote the Project of Returning farmland to forestland or grassland. Improve the monitoring system of small watershed management. Second, based on the principle of ecological priority, choose natural recovery as mainly way, and choose grass or trees according to land condition. Third, adjusting the agricultural structure, change the mode of economic development, to coordinate the relationship between agricultural development and protection of vegetation construction achievements, while continue to return farmland to forest grass, focus on developing high economic efficiency characteristics of planting and breeding industry, and strive to achieve win-win situation between ecological and economic. Fourth, relying on science and technology, develop organic dry farming, construct basic farmland, and develop irrigated properly. Fifth, recommend the government to establish long-term mechanism of ecological compensation for farmers, which conducive to agricultural sustainable land use.
