A Research On The Policies Of Strengthening Agriculture And Benefit Farmers Since The16th Cpc National Congress

It was put forward in the18th CPC National Congress that the grand goal of building a well-off society in an all-round way will be achieved by2020.In order to achieve this goal, the foundation lies in agriculture, the difficulty is in village and the key point lies in farmers. Since the16th CPC National Congress, the Central Government and Inner Mongolia have regarded "agriculture, village and farmers" as the key points in the work, and some policies of strengthening agriculture and benefit farmers have been made and issued, which promote the development of agriculture, the stability of the villages and the production and life of farmers. At the same time, some problems still exist, such as the gross investment being insufficient, lacking supervision, implementation cost being diseconomy, motivation system being imperfect and performance evaluation not being perfect, so these problems should be solved as soon as possible. Otherwise, the policies will not be implemented efficiently and influence the solution of the problems dealing with "agriculture, village and farmers", thereby affecting the overall goal of complete the building of a moderately prosperous society to achieve.This paper reviews the deployment on the "agriculture, rural areas and farmers" work of the central authorities since the16th CPC National Congress, elaborates the benefiting policies of the agriculture in Inner Mongolia, combines the main types of policies, summarizes the achievements of the policy implementation, finds out the key problems and analyses the causes of the problems. On this basis, this paper puts forward five suggestions to establish the benefiting policies of the agriculture, such as to build the long-term investment mechanism, the scientific integration mechanism, the communication and feedback mechanism, the performance evaluation mechanism, and the supervision of execution mechanism.The researching of this paper, not only helps to improve the benefiting policies of the agriculture in Inner Mongolia, solve the problems of "agriculture, rural areas and farmers" in Inner Mongolia, but also provides useful reference for other provinces and cities to solve the problems of "agriculture, rural areas and farmers" and provides valuable reference for the central authorities to formulate, adjust and improve the policies of "agriculture, rural areas and farmers".
