A Comparative Study Of China And The United States Government Procurement Operation Mode

Government procurement is one of the most important business activities of government departments in a market economy and also an important component of public expenditure which plays an important role in public administration and plays an important policy functions. Chinese government procurement system achieved great results since the launching of the pilot in1996but there are still many problems. With Chinese accession to the WTO and GPA negotiations increasingly complex and multi-faceted, the Chinese government procurement operation mode is facing more and more questioned and challenged. The United States is one of the countries which implemented government procurement at the earliest and the system of government procurement is the most perfect in the world. Whether from the legislation or practice, the America government procurement system has a relatively mature system.In this paper, the multi-objective multi-level Fuzzy Synthetic Evaluation Model is applied the comparative study of government procurement operation mode between China and the United States. Through the analysis of the advantages of the U.S. government procurement operation mode, a few worth learning points are put forward about Chinese relevant aspects. Aim at providing valuable suggestions for the development and improvement of China’s government procurement operation mode in order to compensate for the deficiencies and shortcomings in Chinese government procurement operation mode which is conducive to Chinese government procurement to better and faster development.In the first chapter,the paper firstly summarizes government procurement an overall and introduces the related concepts of government procurement, characteristics, the principle and the system and expounds concepts of government procurement. In the second chapter, several related theories of government procurement mode studying are introduced that laid a good theoretical basis for the following discussion and research; In the third chapter, on the basis of an overall understanding of government procurement make a qualitative comparison of China and the United States government procurement operation mode. This part analyzes and compares several factors of government procurement in China and the United States which specifically from China and the United States government policies, institutions, laws and regulations and organizational settings to have a comprehensive comparison and to analyze the difference between China and the United States government procurement operation mode from the qualitative point of view; In the forth chapter, the influencing factors of government procurement operation mode are analyzed and the evaluation index system is established on this basis. Finally, the multi-objective multi-level Fuzzy Synthetic Evaluation Model is applied to comparatively analyze the evaluation index system of China and the United States government procurement operation mode and draw a conclusion. The fifth chapter analyzes and summarizes the reference of U.S. government procurement operation mode to China. This part of the paper first of all analyzes deeply on the problems of Chinese government procurement operation mode and thus starts on the inspiration and reference of U.S. government procurement operation for China.
