Land consolidation is through various measures on farmland, water, roads, forests, villages comprehensive renovation to improve the quality of arable land, increase arable land, raise soil fertility, increase agricultural productivity, make the cultural and rural ecological environment better. As we all know China has a large population, less arable land per capita; Agricultural land use pattern is broken and disorderly, the average area of arable land in China is1.3acres, the per household of6.1plots. So the establishment of comprehensive benefit evaluation of land consolidation system, to maximize and explore the potential land productivity, improve efficiency and farm level, real-time supplement of arable land and improve land value has important significance.This paper takes Hunan province Changsha County2011land consolidation data as the research foundation, through collecting land consolidation data and field investigation, from the three aspects of economic benefit, social benefit and ecological benefit to built up land consolidation benefit evaluation index system, which contains15economic benefits evaluation index,4social benefit evaluation, and evaluation of8ecological benefit index.Take the land consolidation in Changsha County as a case, applies comparative analysis method, based on the evaluation indexes of the data before and after the land consolidation analysis, calculate the index of change and growth rate, the Changsha County land consolidation benefit evaluation conclusions are as follows:1. economic benefits:the additional land growth rate is3.9%, the per unit area yield of grain land increase rate is6.4%, annual net income of farming land increase rate is9.5%;2. social benefits:agricultural production growth rate of7.13%, road length growth rate of47.23%;3. ecological benefit:the green vegetation coverage rate of8%, the growth rate of soil erosion control reach to28%, irrigation guarantee rate of27%. This shows that the Changsha County land consolidation has obtained the certain effect. However, many factors affect the land consolidation, mainly uneven land in Changsha County, there are quite a number of plots scattered; ditch layout is not reasonable, the farmland water conservancy infrastructure is weak. So, after the land consolidation work, we should pay more attention to leveling the land, plots merge; scientific and rational planning of agricultural infrastructure.This evaluation method adopted in this paper, through specific practical application in Changsha County land consolidation scenario can be seen in accord with actual situation of the project area, the proposed measures proposed scientific reasonable and feasible, with high reliability and scientific.
