Land Consolidation Comprehensive Benefit Evaluation For Lao Lin Town Of Ying Shan County

It mentioned in the national land use planning that by 2020, strive upward to make the agricultural land consolidation area reach to 43.33 million hm2, If we set the average invest for per mu is 1500 RMB, the capital for land consolidation will be a trillion by 2020. Such a huge investment,how could we do better evaluation for land consolidation action benefit. So establishing perfect evaluation index system and t discussing methods of quantitative evaluation for land consolidation comprehensive benefit can enrich the relevant theories of Land consolidation and also will be very important to practical activity about the specification and guidance of land consolidation.By benefit evaluation of Land consolidation action for Lao Lin town of Ying Shan county, this article further discusses the establishment of comprehensive benefit index system and methods of index calculation for Ying Shan county's Land consolidation action, finally tables relevant proposals. It enriches the relevant theories of Land consolidation benefit evaluation and proposes practical reference for Land consolidation comprehensive benefit evaluation of Ying Shan county.Based on the before study, depending on the Land consolidation action of Lao Lin town, this article structures comprehensive benefit evaluation index system of Land consolidation with the criterion of economical benefit, social benefit and ecological benefit, uses analytic hierarchy process to determine the evaluation index weight, then does quantitative evaluation for the index of research area by the combination of Multi-level fuzzy evaluation method and Efficiency rating score function, at last works out efficiency scores results.The results prove that after the Land consolidation, the research area's benefit scores levels of economical benefit, social benefit, ecological benefit and comprehensive benefit enhance to the excellent compared with the unqualified before the Land consolidation. It shows that the Land consolidation action of Lao Lin town achieves the desired results and brings great benefits for local people.The study comes to the following three conclusions:(1) using analytic hierarchy process to determine the evaluation index weight(the economical indexweight is 0.4, the social index weight is 0.3 and the ecological index weight is 0.3).(2) with the analysis of benefit change after the action implementation at research area, the economical benefit, social benefit and ecological benefit of research area get sizable boost.(3)from the analysis about efficiency scores of research area,the social benefit get the the most significant increase, the net increase is 68.44, the increase of economical benefit is 44.85, the net increase of ecological benefit is18.34 and the increase of comprehensive benefit is 43.96. The result shows that the comprehensive benefit of research area will get efficient promotion after the land consolidation action.
