The agricultural industry chain starts with the seed industry. Obviously, the seed industry has a fatal implication of the agriculture. it immediately influences the crop yield and the quality of the agricultural industry. The management of the seed industry is increasingly going into the stage of market economy from the traditional planned economy and becoming an outstanding industry in modern agriculture since the Seed Law of the Peoples Republic of China was promulgated in2000. It has tremendous potential and extensive development prospects in China. Nevertheless, Domestic seed industry is still operating under the influence of previous smallhoder economy and the traditional economic system. Most domestic seed companies are still state-owned enterprises on a small scale, running with closed-end management at a low level. they are government monopolies, not complete market competitors. With the process of economic globalization and the further opening-up of domestic market, a large number of international seed firms enter and take part in the competition. For those seed companies which tend to rely heavily on the local government and the support of agricultural scientific research institutes, it is definitely hard for them to adapt to the increasingly fierce market competition. particularly, lack of enterprise management, such as cumbersome organization hierarchical structure and intricate working procedure, poor communication, ineffective execution and low efficiency, stunt the development of domestic seed companies.In this case, it is definitely meaningful to make a careful analysis on the management of domestic seed companies and propose some possible solutions and reasonable countermeasures on business process reengineer to cope with their circumstances.First of all, this paper has summarized some primary theories on the Supply Chain Management(SCM) and Business Process Reengineering(BPR), and made a comprehensive anatomy of the connections between the supply chain management and the business process reengineering; secondly, it makes a careful analysis on the situation of domestic seed industry and some problems with seed company management, fundamentally, the cumbersome organization structure and dense business process. Sequentially, it puts forward some suggestions on the management in a seed company. Thirdly, this paper fully describes the practice of business process reengineering on the basis of supply chain management in HUAI seed company, and evaluates the effect of business process reengineering. It is also a vivid evidence to demonstrate the feasibility and effectiveness of business process reengineering based on supply chain management in a seed company. According to a systematic analysis and argumentation, in conclusion, the business process reengineering based on supply chain management in a seed company, will help the company break through the restriction of the timeworn ideology and traditional management system, make a positive self-adjustment on its own initiative and renew the operation, business process and management, so as to improve the management and market competitiveness. with the supply chain management, the seed company may effectively integrate and reallocate the current resources so that it can concentrate on the development with the combination of production, learning and research, and the integration of breeding, propagating and popularizing. in this way, many independent domestic seed companies, originally running with poor management on a small scale, will surely be developed into modern seed enterprises with highly centralized businesses, reasonable organization hierarchical structure, scientific management, innovative R&D capability and international competitiveness.The innovation of this paper lies in the systematic analysis of the management in the seed industry. on the basis of SWOT analysis of seed industry, proposing some rational thoughts and feasible schemes on the business process reengineering based on the supply chain management in the seed company. It is obviously significant for the development, transition and upgrade of domestic seed companies.
