In the recent twenty years, Chinese telecommunication industry experienced several reform to promote the market competition, and finally form the current pattern of competition in the three telecom enterprise.In July1994, China Unicom were set up and the monopoly position of the "old China Telecom" were broken; In1997, wireless paging business were peeled alone; In1998, post and telecommunications split off, China Telecom got rid of the planned economy system that the telecom keep mail burden, and begun operation independently; In1999, mobile business of China Telecom were separated and China Mobile were established; In December1999, the China Telecom, the China Mobile, the China Unicom and the China Jitong market pattern were initially formed; In January2001, the China Railcom was formally founded. Until the time, seven enterprises competed together in China. So far, the first round of Chinese telecommunication reform was over.In2002, China Telecom was broken into south Telecom and north Netcom two big group bounded by the Yangtze River. The north nine provinces and one city belong to China Telecom before were given to China Netcom Group, and the new China Telecom Group was founded at the same time which symbol the second round of reform opening. In June2008, six enterprises integrate for Telecom, Unicom, Mobile three operators, the telecom system reform campaign was finally dust settled. At this time, the China Telecom group spend110billion yuan to purchase CDMA network assets and staff from the China Unicom and became the whole owned subsidiary; the China Railcom became a wholly owned subsidiary of China Mobile; the China Unicom and the China Netcom combined together and formed the new China Unicom.Since its establishment in2003, as the China Telecom group’s strategic piece, Ordos Telecom has been struggling hard struggle, with operating the traditional fixed telecom business make a living. But with the3G arriving in2009, the China Telecom open3G network first in China, and the3G period quietly coming in the age of the national people’s expecting. The traditional telecom business operation mode was then broken, telecom operators have new competition pattern, facing the rapidly-changing fusion technology innovation and the upgrading of the industrial structure and economic system transformation, deal with powerful complex the pressure of competition, hold to carry on the business operation of commercial opportunities, keep the sustainable development of the enterprises, telecom operators need to clear the strategic target, choose suitable for enterprise development strategy, and take effective strategic measures.This paper analysised Ordos telecom development environment with the management direction and development strategy angle from a technical, economic aspects and so on. This paper expounds development trend of Chinese telecom industry, international communication industry development, in view of the present situation of the development of ordos telecom, lead to the China Telecom Ordos Branch Corporation how to compete with competitors in the3G era and expounds the strategy implementationmeasures.
