The telecommunications industry is a strategic and basic industry for China's national economic growth.With the reform and development of the global mobile communications industry,traditional mobile communication services are being violently impacted.As China's telecommunications industry continues to deepen reforms,and consumer demand for mobile communications services is increasingly diversified,it is a general trend for private companies to participate in the telecommunications industry.With the introduction of the “Mobile Communications Resale Business Pilot Program”(Draft for Comment)in 2013,China's mobile communication resale business came into being.In April 2018,the Ministry of Industry and Information Technology issued the “Notice on the Official Commercialization of Mobile Communication Resale Business”,which means that the pilot period of mobile communication resale business in China for nearly five years has ended and it has entered the formal commercial stage.However,to this day,the development of most mobile virtual network operator engaged in mobile communication resale business is not satisfactory.The main problems that may be involved are unreasonable pricing of resale services,insufficient innovation capability of mobile virtual network operator,and inefficient operation modes.This paper will focus on the pricing problem in the mobile communication resale business.By combing the relevant literature,this paper builds the pricing structure model of the mobile communication service,and the “zero-upside-down” appearing in the mobile communication market.The economic logic behind the irrational phenomenon was analyzed,and the corresponding solutions were discussed.Suggestions for the future development of the resale business were put forward,in order to provide possible suggestions and opinions for the relevant government departments to promote the resale of mobile communications.Respond to the government's policy of speeding up and reducing fees,improve the efficiency of the telecommunications industry and improve social welfare.Specifically,firstly,based on the domestic and foreign scholars' reselling business of mobile communication,two-side market pricing strategy and bundledsales pricing literature,this paper analyzes the results and shortcomings of the research on pricing of mobile communication resale business.Secondly,this paper introduces the concept,nature and development status of mobile communication resale business and mobile virtual network operator,and qualitatively analyzes the irrational phenomenon of “zero-upside-down” in the pricing of resale business in China.Thirdly,this paper focuses on the pricing problem of the monopoly basic network operators in the mobile communication resale business: using the theoretical framework of one-side market and two-side market,respectively constructing the corresponding models,researching and explaining the pricing structure of the basic network operators under certain conditions.When the resale business is carried out,the mobile virtual network operator will be charged a high resale price,and even the phenomenon of “zero-upside-down” will occur,and the consumer welfare and social welfare in different states will be further analyzed.Fourthly,in order to expand the analysis,this paper studies the pricing behavior of the basic network operators under the competitive conditions in the resale business.By constructing the corresponding model,the research finds that the competition is introduced at the basic network operators,and the phenomenon of “zero-upside-down” disappeared while improving the efficiency of the mobile communications industry.Finally,It's the research summary of this paper,as well as some suggestions for the development of mobile communication resale business,in order to provide some suggestions and suggestions for the reform of the telecommunications industry,especially the market reform of the mobile resale business.
