Food is a special kind of goods. The safety of the food tests the capability of the public management and crisis management of any government, for it links to the national strategic security and the public daily life. Food safety is a world problem and global issues, and food safety regulation has always been a difficulty faced by Governments. The issue which the government should seriously address is exploring a way for food safety supervision by using scientific and efficient methods which are in line with national conditions.From the angle of a food safety manager of Y province, this article analysis the current food security situation of our country in the aspects of business conditions, risk assessment, mass food poisoning incident, consumer satisfaction and supervisory bureaucratic status. Using a large number of real and reliable first-hand data as evidence, the article reveals six factors affecting China’s food safety protection:unsystematic legal framework, non-uniform safety standards, incomprehensive regulatory system, non-standardized supervising functions, incompetent capacity in administrative regulating and the unsound ethical framework. At the same time, through the analysis of and comparison between current food safety regulatory systems of Europe and the United States as well as other developed countries, the United States in particular, the article proposes seven institutional components necessary for improving China’s current food safety supervision. They are the core social values and ethical system, related legal system, food standardization system, food safety regulatory system, inspection system, risk assessment and early warning system, and emergency disposal system.
