Nowadays, traditional fossil fuels are under the huge consumption, which have exacerbated energy crisis and environmental pollution, as well as ecological damage. As a representative of the new clean energy, wind power can not only solve the plight of fossil energy depletion and produce huge environmental benefits, but also has some significant advantage, such as earlier start, mature technology, and remarkable economic benefits compared with other clean energy. China is rich in wind energy resources because of vast land areas. In recently years, the Chinese government has actively encouraged constructing wind power project based on wind power, which makes wind power has become an important one of the ways of power generation in China.Economic benefit is the enormous motivation of the wind power project construction. The financial evaluation is an effective way which can evaluate whether the project is economy.Wind power project’s financial evaluation process is so simple that can only calculate basic financial indicators at present. Moreover, there is a lack of organic unity between the financial indicators. Therefore, the uniqueness of wind power project is analyzed in this paper which found that wind energy resources, environmental benefits, wind turbine equipment and national policy have significant impacts on wind power project. And construction costs, operating costs, financing, and other factors are also analyzed for wind power project. A financial system of wind power project is established including profitability indicator, solvency indicators, and risk level indicators. Furthermore an index system of financial support is constructed including wind energy support, equipment support and environmental benefits support. Finally, a financial evaluation index system is built, composed of key financial indicators and supplementary financial support indicators for wind power project. Multi-level fuzzy evaluation method is applied for financial evaluation of the wind power project.
