A typical character in Telecommunications Manufacturing is high equipment capital inputGenerally, the cost of equipment depreciation is the highest element in the final unit cost.For mobile manufacture factories, OEE(Overall Equipment Effectiveness) is a key index tomeasure production management and financial cost. The direct purpose of OEE study is tomaximize the line capacity, and then it can reach to lower manufacturing cost.This thesis is a research on a improvement based on the theory of Lean Production forimproving production efficiency in N Company. The method of system analysis thatqualitative analysis integrated with quantitative analysiswas adopted, and the theories andmethods of industrial engineering and Lean Manufacturing were used synthetically. Withtaking factory layout as example, it was dissertated systematically of continuous improvementprocess activity, by which the layout in production cell logistics, process flow, production lingbalance, the strategy of self-manufacturing and out-manufacturing of the products wasanalyzed and optimized, Thereafter, many wasters and non-valued added works wereeliminated, WIP and manufacturing cycle time were reduced, the production model of one-piece-flow was realized almost. Usage the model of Kanban Production, the production modelof push was changed to the production model of pull, which enhanced productive efficiencyroundly, reduced cost and reinforced the market competitive power of the product. Meantime,the thought of lean production was combined with the principles of world-class factory ofUTC. With the application ofbalancetheory、OEE、value flow，the current layout, materialflow, production process was analyzed, where after the bottleneck of influenced wasdiscovered, and put forward proposals. After the execution of the proposals, achieving thetarget of improving efficiency and decreasing cost.
