Since the reform and opening-up, China’s economy has continued for30years ofgrowth, Made China’s economy engaged into the line of world economic giant,This isalso the achievement of urbanization and industrialization,While developing rapidly,it also meets some problems and difficulties. A binary economic structure is the basiccharacter of Chinese economic structure. the gap of income distribution generallyenlarging in our country is one of the critical problems in social economicdevelopment at present. Especially the income gap between urban and rural areas isparticularly significant,Urban and rural income ratio has been rising from2.20in1990to3.33in2009.Until2010there has been a slight decline, but the urban-ruralincome ratio remained at a relatively high level of3.13. Therefore, narrowing the gapbetween urban and rural areas, increase the income of rural residents is the reality anddaunting task for our government.In recent years, with the rapid development of the domestic economy. A“shortage of migrant workers " phenomenon occurring in some first-tier cities inChina. A large number of enterprises encountered difficulties in recruitment and evenunable to recruit workers. Such a phenomenon first appeared in the Yangtze RiverDelta and the Pearl River Delta and other developed areas, and even spread to thecentral and Western regions. This phenomenon has attracted the attention of domesticacademe. There are many scholars doubt whether China has ushered in the Lewisturning point, The arrival of Lewis turning point also marks China’s incomedistribution will change. This is also a good time to narrow the income gap.Based on the above considerations, this paper is mainly use of the lewis turningpoint theory,Combining with the latest changes in the Labour market in our country,analyzed the tendency of the income distribution gap in our country in the Lewisturning point range. Pointed out that at present the gap of income distribution in Chinais still large, but there have been reduced. The author thinks the lewis turning point isnot an exact time but a period of time. This part stresses on whether the lewis turningpoint has already occurred or not in our country. The approach employed in thisarticle is to use theoretic analysis and positive analysis, through the research ofagricultural Marginal productivity of labor proves the the first lewis turning point happened in around2003, And predicts the second lewis turning point may occur inaround2020. Under this premise, On the basis of the theoretical analysis describedthe status of China’s urban and rural income distribution gap in Lewis turning range.Japan, South Korea, and Taiwan region of China have been successfully crossed theLewis turning point, income distribution gap also changed. Therefore, policyadjustments they did has the great significance of reference to china. Based on theinternational experience of these three countries or regions, Put forward somepolicies to propel the Lewis turning point and narrow the income gap, to promote theliving standards of low-income groups in our country to improve and promote thesustained, stable and rapid economic growth in china.
