In recent years, the phenomenon of "migrant workers shortage" frequently in ourcountry’s labor market, at the same time, the wage level of the agricultural labor toegress for work is also corresponding rise, academic discussions about the changes ofthe transfer process of agricultural labor in china, and put forward different viewswhether economic development is facing “Lewis Turning Point" in China. Accordingto Ranis,G. and Fei,J.C.H. to Lewis model development that “Lewis Turning Point "has two key turning point actually. This paper focuses on the two important sign afterthe first turning point arrival of Lewis: Agricultural labor supply quantity droppedsubstantially led to the food production falls and agricultural labor wage rateincreases.On “Lewis Turning Point " whether is coming in the problem in our country, inthis paper the main contents related to the differences in a wide range of overview,and draw out the cognitional differences from scholars with “Lewis Turning Point ".Through the comparison of the classic in development economics labor transfertheory, Choose Lewis-Ranis-Fei model to explain the dual economic structure of thedevelopment trend in china, And detailed review and recognition of the " LewisTurning Point " concept, as the theoretical basis of this paper’s further studies. It isthe inevitable phenomenon in the process of industrialization and modernization allover the world that agricultural labor department constantly shifting from agricultureto modernization urban department. This paper reviews the three stages ofdevelopment of agricultural surplus labor force shift since the reform and opening inChina, explains the reason that agricultural surplus labor’s production and transfer ateach stage, analyses the status quo and characteristics of agricultural laborconcentration and transfer to the second, and the third industry, and the change ofgrain yield. Empirical analyses the relationship between the employment changeindex and food output growth rate of the first industry, and divided into three parts ofthe change relations since reform and opening up, especially since2003, in the first industry,the employment number and proportion greatly reduced,although grainoutput still remained increased, but grain production is to rely on other factorspromoting their increase, the transfer of the agricultural labor force impact on grainoutput.This paper also studies the suddenly growth trend of agriculture labor force toegress for work on average monthly wage income and salary income, empiricalanalyses that the growth rate relationship between the agricultural labor salary incomeand business income, especially since2004, salary income growth rates are higherthan the business income growth rate, salary income to rural residents income hasmore and more influence, Salary income as an important way of farmers’ increasingincome can realize clearly that agricultural surplus labor transfer scale is rising.In the last part of the paper, the author thinks that the economy has well goneover Lewis’ first turning point in our country,it not only need to speed up the transferof agricultural labor smoothly, and more pay attention to the improvement ofagricultural labor productivity. We should save labor and technology progress toimprove labor productivity. There is something we need to do that to guide theagricultural surplus labor shift in future: Firstly, pay attention to industrial gradientshift and industrial upgrading; secondly, perfect the labor market and improveagricultural labor’s wage level; Finally, to enhance the agricultural technologyconversion rate and to increase food production.
