Research On The Non-consistency Between Employment Level And Economic Growth Of Liaoning Province

Employment and economic growth in a coordinated way is the premise to enhancethe strength of the national, provincial and municipal. China’s "12th Five-Year Plan"clearly put forward the strategic priority of employment and to explore how to achieveeconomic growth and employment growth’s interaction positively, and how to deal withthe expanding employment and upgrading of industrial structure, which explains thatenhance the level of employment is practicable and urgent, especially for the LiaoningProvince which economic growth is so rapid while employment level is lower, theupgrading of the level of employment can not only alleviate the increasingly severeemployment situation, but also ensure that economic sustained and rapid growth.This article starts from the employment and economic development situation inLiaoning Province, firstly, use three ways of the employment elasticity, the comparisonof the three industries labor productivity and Okun’s law to measure the relationshipbetween the level of employment and economic growth, found that Liaoning Province’seconomic growth has not led to the simultaneous growth of employment, employmentstructure and industrial structure is not balanced and is unlike of the Okun’s law in thechange in the unemployment rate and economic growth rate’s number relationship,verifying the non-consistency between the level of employment and economic growth ofLiaoning province.Then analysis the causes of non-consistency through the factors that affect the levelof employment combining with the low level of employment and rapid economic growthof Liaoning Province. The study found that in the process of economic growth,technological progress, industrial restructuring and the system’s imperfect hinderemployment levels’ increases, and then cause the non-consistency between the level ofemployment and economic growth. Which technological progress has resulted in overallemployment elasticity of Liaoning Province, the first and secondary industries’employment elasticity reduced, but has a positive impact on the employment elasticity ofthe tertiary industry, hindering greater than overall employment growth role in promoting;Industrial restructuring led to a lag conversion of the structure of employment andunemployment in the expansion of the population; The government’s intervention andimperfect system effectively hinder the labor market to promote employment through affecting the normal operation of the labor market.Finally, put forward to enhance the level of employment in Liaoning Province aimedat achieving a coordinated goal of employment and economic growth based on the resultsof the qualitative and quantitative analysis of the text.
