Research On The Relationship Between Economic Growth Andemployment Of Jiangsu Province

Keynesian rise,making the economic growth and employment stability became the major goals of macroeconomic regulation and control to various countries' government.At present,China is in a critical period of economic transformation,industrial structure adjustment and the transformation of the pattern of economic development is the only way to achieve steady economic growth.In the transition period,how doesJiangsu province,as a nationally advanced production capacityshould do to deal with the relationship between economic growth and employment stability? In this paper,we will put forward the related countermeasure and the suggestion after a depth discussion in the relationship between economic growth and employment in Jiangsu province.Basing on the third national economic census data,this article analysesthe economic growth and employment growth in Jiangsu province on the perspective of total amount and structure,in order to judge the inconsistency between economic growth and employment growth in Jiangsu province;Basing on the calculation method of economic structure and employment structure deviation,we compared different industries as well as secondary and tertiary industries in Jiangsu subdivision industry structure,and compared with the more developed provinces and cities(Shanghai,Zhejiang,Guangdong)in the study of structural deviation,dig out the motivation and the potential for "high growth,high employment";Based on the third national economic census data of Jiangsu province,using the employment elasticity coefficient method,calculate the employment elasticity coefficient of economic growth,and compares the employment elasticity coefficient of three times industry of Jiangsu province,todig out the motivationof employment growth.Compared with the first and second national economic census,totally,the economic development and population ofemploymentwere in a rising trend ofJiangsu province,but in the years 2004-2013,the average annual growth rate of them were 12.52% and 0.53% respectively,showing obvious inconsistency.Employment structure deviation decreases which means the employment structure and industrial structure are tend to be coordinated.The overall coordination degree is better than that of Guangdong province,but not as good as Shanghai and Zhejiang province.The employment elasticity coefficient of economic growth are decreasing by period means the employment effect of economic growth is more and more weak.Structurely,the second industry production as a share of GDP in 2013 is relatively reduced in compare with the year 2004 and 2008,on the contrary the third industry increased.The first and second industry employment structure and industrial structure are developing more and more coordinated,however the third industry is moving away from equilibrium,conclude that the second industry play a crucial rolein employment ofJiangsu provincein 2004-2013.In 2013 thefirst industry employment effect of economic growth achieves the highest level for three times in the national economic census,the second industry effect on employment growth showed a trend of decline,which means promoting employment space is reduced,the third industry employment elasticity volatile which means it is not stable than the second industry in absorbing employment.Accordingly put forward the coordinated development of economic growth and employment growth policy suggestions: Play the primary role of the third industry to create more employment opportunities;Pay more attention to the balance of the economic growth and employment of the second industry development;Pay attention to the transfer of rural labor force and employment structure adjustment;Developing modern industrywhich can hand in hand with the development of secondary and tertiary industries;Development of education and cultivating worker quality,so as to adapt to technological progress and industrial structure adjustment;Improve the university students' employment mechanism,and enhance the accuracy and credibility of the statistical data,etc.
