Resource-based cities are the types of cities which spring up by the exploitation of natural resources as well as processing industries. Because of the frequent use of single extensive industrial development patterns during the developmental process of resource-based cities, the alternative industries often fail in making remedies as a result of the gradual depletion of the resources. One of the crucial issues that would be confronted here is how to realize the successful transformation of the resource-exhausted cities when facing the situational pressures such as the employment and imperfection of social insurance. The transformation of resource-exhausted cities is a systematic project, involving aspects of society, economic, technology, industry, policies, regulations, environment, and the innovations of science and technology. This article focuses on the study of transformation of resource-exhausted cities from the perspective of policy restructuring. By analyzing the developmental policies of typical resource-exhausted cities, the author tries to make a systematical comparison of the relationship between the transformation and developmental policy. Policy will provide directions for the transformation, and protections towards resource-exhausted cities. Policy-launching decides the efficiency of transformation. The key in launching policies to resource-exhausted cities is to strengthen the support of regional fiscal policy, optimize the industrial policy, improve other relevant supporting policies, and the form development policies which are conducive to industrial development and economic transformation system.In this paper, a combination of theoretical and empirical, quantitative and qualitative method are adopted which integrating the theories of urban transformation and circular economy, and SWOT methods. Taking resource-exhausted cities like Xiaoyi as an example, the author first expounded a theoretical overview of the resource-exhausted cities when restructuring and launching policies, and introduces the experience and enlightenment that the resource-exhausted cities have in developmental policies at home and abroad. Then, the author detailedly analyzes the strengths, weaknesses, opportunities and challenges of the transformational and developmental policies of Xiaoyi City through SWOT method, pointing out the current policy problem that Xiaoyi City has and recommendations for further development. By studying the transformational policies of Xiaoyi City, this paper is extended to a national level, and illustrates country’s relevant policy recommendations for resource-exhausted cities. Considering the perspective of industrial policy, fiscal and monetary policy, environmental policy, social security policy and employment policy, the author concentrates on the analysis of a mature transformation of Xiaoyi City, which is quite significant in attempting to identify proper developmental policies in other resource-exhausted cities which might be used as references to Xiaoyi City and a share of political modes. Also, it is of great significance to the policy makers in providing referential framework and the implementation of the policy towards China’s resource-exhausted cities.
