Study On Economic Transformation Of Resource-exhausted Cities And Countermeasures

Hua Ying is the earliest important energy base and national three gorges project construction in China, it has rich resources on coal, limestone and forest resources. The early domestic enterprises rely on coal. However, with the coal resource drying up and population problem being, the bottleneck of resource has become more and more narrow. So, the traditional development mode has to be changed, the space green transformation of pace has to be accelerated, the original resources endowment has not support the economic and social development of Hua Ying. There are a series of contradictions among resources, environment, industrial structure and insufficient local fiscal revenue, which has seriously influence on the local economic development. The resource-exhausted city how to get out of the resource dilemmas and realize sustainable development, economic transformation research is very important for solving those dilemmas.This research bases on the sustainable development theory, life cycle theory, comparative advantage theory, industrial structure adjustment theory and so on, then theoretically analyses the resource-exhausted cities economic transformation and builds up the index evaluation system of urban transformation, applies AHP for quantitative analysis, makes empirical analysis of Hua Ying on economic transformation and development situation. At last, it provides reference suggestion on the plan of urban transformation of economic development for HuaYing’s municipal government and municipal party committee.The main research conclusions are as follows:(1) This research combines theoretical analysis with the discussing opinions, gets the five principles applying for AHP. That is to say, the effect size of Hua Ying’s economic transformation is in turn the economic construction, social construction, ecological civilization construction, culture construction and political construction. Results show that the embodiment of the economic transition of Hua Ying mainly lies in the economic construction, which highlights in industrial structure adjustment, etc. Certainly, ecological civilization construction plays an important promoting role in the process of sustainable development.(2) From the empirical results, it shows that Hua Ying’economic transformation speed has slown, which is mainly due to the lagging behind of ecological civilization construction process. So, firstly paying attention to in the process of economic transformation is the ecological civilization construction. Certain achievements and social construction mainly due to secure social security; Economic construction, political construction, cultural change are not obvious, which do not fully promote HuaYing’ economic transformation.(3) Through theoretical analysis and empirical analysis, it puts forward the suggestions that support the development of modern industry, modern agriculture and modern service industry, speed up infrastructure construction, strengthening ecological environmental protection, boost social livelihood projects coordination, earnestly implement relevant supporting policies, etc.
