China Tietong Company is a large state-owned basic telecommunications operators,in recent years, with the development of communication and information technology,mobile communications tend to instead fixed-line communications, state restructuringand the market structure changes, CTT’s began the road of restructuring anddevelopment, at the same time, as the enterprise support of management, employees ofRailcom largely divided from the Ministry of Railways, the quality of the workforce hasa direct impact on the development of enterprises, thus, in the period to seek the newdevelopment of Railcom, how to improve employee performance management hasbecome an important research topic.Base on the introduction of the Tietong CD branch status, this paper analysis ChinaTietong branch performance management problem through questionnaires and statisticalresults:①the assessment objectives is unreasonable;②the assessment indicators is nottargeted;③the results of the assessment is not used comprehensively. On this basis,combined with the ideas and principles of performance management system design, thepaper determines the Railcom CD branch performance management system, specificallyincluding the establishment of key performance indicators and performance evaluationof the implementation.CD branch of CTT company performance management system design majorsignificance for the development of the company’s human resources management andenterprise, and also provide a reference with the company’s performance managementsystem design to the industry.
