| With the development of world economy, the service industry constitutes a great proportion of the entire economy; the producer service industry allocates in major cities and becomes a pillar industry which injects new impetus for economic growth. We can say that the development level of producer services has become an important indicator of the country’s comprehensive competitiveness. The producer services’agglomeration gradually become a hot spot, however the researching paradigm of manufacturing agglomeration can not be directly applied to the producer services. The researching framework and methods of producer services still has some inadequacies.This paper selects Jiangsu Province as the researching area, and investigates the gathering features of producer services on the basis of manufacturing industry agglomeration. This paper analyzes the agglomeration and space distribution of producer services from two angles overall and sub-sectors, and then discuss the influencing factors of producer services’gathering. Then it does a empirical analysis on the basis of a panel data model, and reach to some conclusions:Firstly, the producer services of Jiangsu develops rapidly, the employment growth rate has also been increasing, but compared to Zhejiang, Guangdong, Shanghai and other provinces, regardless of the output value or employment, Jiangsu are still some distance away. In addition, according to this paper’s calculation, the location quotient value of Jiangsu in2003-2010has declined, which means the agglomeration level of producer services is reducing. However, the reduction of the concentration degree has industry and policy reasons, it does not mean that the development level of the productive services is lower. Secondly, The empirical results show that:per capita GDP, tertiary industry proportion of GDP, local scientific expenditure, the number of universities teachers, this four factors have a significant effect on producer services industry. Among these factors, per capita GDP, the tertiary industry proportion of GDP, the number of universities teachers, have a positive impact on the degree of concentration of producer services, which means that economic growth, consumer services’growth, investment in human resources can improve the degree of concentration of producer services; local scientific expenditure have a negative impact on the concentration degree of producer services, this means the bigger size of government will led to a lower agglomeration degree of producer services industry. Finally, this paper recommends some policy suggestions on the basis of the empirical conclusions. On the one hand the government should pay attention to guide the development of producer services, lower the industry access threshold, and vigorously strengthen human resources building, especially encourages the development of small and medium-sized enterprise of producer services; On the other hand, the government should also make a suitable administrative intervention to guide the agglomeration of producer services, rather than artificially set up the gathering area. |
