It is well known that the relationship between the government andmarket is the key point to investigate the financial issues of the government.Government procurement is one of the most important behaviors to manageand operate the national finance. Therefore, to estimate the performance ofgovernment procurement, as a main promotable method to improve theirperformance, is an important subject in Public Financial Management, andis the highlight of the government and academe.From1970s, in order to reform the government management system,the New Public Management was evolved in the western developed nations,which focused on public projects and its consequence. The New PublicManagement is proposed to improve the government performance bymeans of utilizing market mechanism and drawing on the experience ofprivate enterprise. In China, there are also lots of achievements about thetheory of government procurement system in the domestic academe.However, due to the lacks of communication and cooperation between thegovernment and academe, it is still on the initial stage of some aspects,such as the combination of government procurement system and the theoryof performance management, the performance estimations of governmentprocurement system and its treatment plan.In2010, the GDP of our country approaches40trillion RMB and theamount of government procurement goes beyond800billion RMB. Theperformance of government procurement is significant to the improvementof the efficiency of the public finance and meantime closely related to thebudget and the efficiency of the reform of the Treasury single accountsystem. The government procurement in our country is intended not onlyfor the improvement of economic efficiency and the avoidance ofcorruption, but also as a developing country, to make achievements in such micro-areas as energy saving and consumption reduction, encouragingindependent innovation and promoting social employment.The present paper circles around such issues related to governmentprocurement performance evaluation as the reason behind this need forevaluation, the object and content of evaluation, the measures forevaluation and the subject carrying out the evaluation, the way to deal withthe result and the measures to improve the government procurementperformance etc.. It explores how to establish a complete and scientificsystem for government procurement performance evaluation, presents thesignificance of government procurement performance evaluation and theresearches related both home and abroad, establishes a relatively systematicgovernment procurement performance evaluation system and model, fixesthe procedures, subject and feedback mechanism for evaluation andproposes some measures for improvement.
