Research On The Construction Of Performance Evaluation System Of Jilin Province Government Procurement

In the early1990s, Chinese scholars began to research government performance-related issues. Now, there is a large number of research results. With theimplementation of the Government Procurement Law in2003, scholars began to payattention to the government procurement performance. Currently, the governmentprocurement performance has become an important sub-topic of governmentperformance research.This paper used the project management theory, combined with performancemanagement theory and government procurement theory in the study of thedevelopment of Jilin provincial government procurement performance evaluationsystem. This not only embodies the innovation of this paper, but also reflects theintersection and integration of multiple disciplines. The use of project management ingovernment procurement performance evaluation provides a new way for it. Thispaper considered the government procurement process as a project. There are sixchapters of this paper, each chapter is summarized below.The first chapter is the introduction. In this section, this article discusses thebackground and significance of the study on government procurement performanceevaluation. And this section analyzed domestic research on government procurementperformance evaluation as well. Domestic related-research began in governmentperformance, and government procurement performance developed with it.The second chapter discusses government procurement theory, performancemanagement theory and project management theory. Theme of this paper is toevaluate the performance of government procurement. Elaborating governmentprocurement theory and performance management theory lays the foundation for laterstudy. In addition, the innovation of this paper is to use project management ideas ingovernment procurement performance evaluation. So, this section also brieflydescribes the content of project management theory.The third chapter shows the organizational structure, procurement method andprocurement processes of Jilin Province Government Procurement Center. And, this chapter also analyzes the overall situation of the Jilin Provincial Governmentprocurement performance management based on performance management theory.The fourth chapter describes the subject and object, the contents of the indexsystem and evaluation procedures of current performance evaluation system of JilinProvincial Government Procurement. And on this basis, this sector analyzes theproblems of current performance evaluation system and the causes of the problems.The fifth chapter is the core content of this paper. In the first part of this chapter,I build an index system based on the perspective, goals, and factors of performanceevaluation optimization system, and use AHP to determine the index weight. Next,this paper describes the internal and external subjects of performance evaluation andoptimizes the evaluation process. After building the evaluation index system andidentified the body, this paper constructs a model of performance evaluation andoptimizes the evaluation criteria.The sixth chapter discusses the safeguards of the optimization program. Thischapter presents the safeguards from system construction and managementmechanism which contains five aspects.
