At present, the extent of economic globalization is deepening gradually, this has led to fierce competition in the market for technology, capital and talent, and the enterprise human resources construction of key role is becoming more and more important in it, conflicts would be more obvious. Human as productive elements in one of the most active factor and creativity, has already become a kind of important business capital, activity in the whole enterprise economic activities. In the increasingly fierce competition, enterprises must change the misunderstanding, neglect of human past adhere to the people-oriented, give full play to the initiative of employees, such enterprises can enhance their competitiveness; and motivate employees and relates to the staff appraisal system, as to how to reasonably to locate the performance appraisal, establish their own style appraisal system, both at home and abroad, is a thorny problem..In the modern human resources management theory, this paper uses empirical and statistical analysis method, the HB bank existing performance management status of research and analysis, based on the HB Bank of middle-level cadres were structured interviews staff survey, found the HB bank in terms of performance management has the following problems:(1) Performance evaluation is not scientific;(2) Specification of the post responsibility system has not been established;(3) The evaluation standard is not unified;(4) Performance management professional training is relatively less;(5) Evaluation object foreground light background;(6) The human resource personnel quality should be improved.In the light of the main problems existed in HB bank, based on the guidance of modern performance management theory, HB bank to design a set of implementing the new performance management program. In order to ensure the smooth implementation of the new performance appraisal program, this article puts forward five proposals:(1) to establish the correct concept of performance management;(2) strengthening process each link of performance management control;(3) strengthening basic management, perfect the post system;(4) strengthen the publicity and training, the implementation of the main responsibility for performance management responsibilities;(5) the performance management and bank enterprise culture organic combination.
