Performance management, core of human resources management, is an important and effective tool to facilitate an organization to accomplish its strategic goals. A lot of research has been done on the theory of performance management by scholars inland and abroad. Nowadays most of the research is focused on exploration of definition, methodology and skills of performance management. Performance is largely defined as"outcomes +behavior"by theorists and entrepreneurs. Performance management is a management approach, which motivates employees to continually improve and achieve strategic goals of organization by establishing the strategy, breakdown of goal, performance appraisal and application of achievements into daily management activities of organization. Performance management can be thought of as a cycle of a series of management activities, in which each process contains four steps: performance planning, performance implementation and guidance, performance appraisal, feedback and application of its outcome. Methods for performance management widely used today are Balance Scorecard(BSC), Key Performance Indicator(KPI)and Management by Objective(MBO).Although many state-owned manufacturing enterprises have realized the impact of performance management on the competitivity of an organization, there still exist many mistaken ideas and problems in the process of implementation, which lead to an inefficient performance management implementation. In view of the fact that the current implementation of performance management system in Zhongnan Transmission Machinery Works ( ZTMW) is undesirable, the writer hopes to build a feasible, scientific performance management system thorough a deep analysis of features and status of the performance management process in ZTMW in order to generate a guidance to employees'behavior as to continually improve employee performance and support the enterprise to expand in the competitive market.The performance management of ZTMW has not broken away from the traditional employee performance appraisal system and therefore the effect of performance management is not adequately embodied. This is due to the fact that there are some drawbacks in the design of performance management system, such as"incomplete flow of performance management, unscientific setting of performance goals, lack of continuous communication in process of performance management, unreasonable setting of appraisal cycle and incomplete application of appraisal result". And mangers haven't abided strictly by performance management regulations. To consummate its performance management system, ZTMW has to consider performance management as a systematic project, build a systematic performance management system based on reference of successful experience of other enterprises and a certain working principle. ZTMW should establish and maintain a systematic performance management system on the basis of job structure, that is based on the analysis of different positions, such as management, engineering, sales, production, service according to four steps, i.e."performance planing, performance implementation, performance appraisal, feedback and application of outcome".It can manage performance system effectively with corresponding policies and measures.
