Jiangxi Province is a traditional agricultural province, the same as other agricultural areas, farmers are accustomed to facilitate the production, nearby water or along the road as the main considering factors when choosing the building site, thus form the messy and scattered rural homestead layout of "live by the farmland and river, built along the load". The lack of effective mechanism of Residential Land, led to the emergence of a large number of "Hollow Village" and the inefficient homestead using, it is become a major bottleneck which restricting the construction of new countryside and hindering the promote of the scientific management of land resources in rural areas of Jiangxi Province.This paper aims to study The Circulation Rural Homestead Land stat us quo and the emergence of a series of problems of Jiangxi Province, base on which, proposed solutions. The research result shows that, The status area of rural homestead in Jiangxi province is constantly rising, and the number of people who having both rural and urban household registration increased significantly, plus the area of idle rural homestead enlarges unceasingly, and problems appear continuously flow in the process of the Circulation of Rural Homestead, for example the homestead questions have no effective legal to depended on, social problems increasingly seriously, and which are not beneficial to the effective allocation of resources. Many problems appeared, the reason include the policy limitation, poor management, the lack of incentive mechanism and traditional thinking influence, etc.In the article, first presented the background and point clearly the object of the study, then proposed appropriate theoretical basis; Second, taking a rural homestead utilization overview and empirical analysis of Jiangxi province which base on the research results of the "status quo" of rural residential land saving and intensive use of Jiangxi province. Afterwards, summarize the existing problems of the saving and intensive process of rural settlements land; Third, in view of17investigation cases of Jiangxi rural homestead, analysis the problems and the causes which exist in Rural Homestead Land of Jiangxi Province; Finally, based on above studies, summarize the research findings and propose the effective countermeasures and suggestions of The Circulation of Rural Homestead of Jiangxi province.
