The fundamental task of the innovative enterprises is to achieve sustainable innovation. Sustainable innovation process is constituted by multiple strategic development stages. Each stage can be divided into the strategy transition period and strategic stability period. Strategy transition has the characteristics of high-risk, and the ability to make breakthrough is the key to sustainable innovation. The major environmental risks during the Strategy transformation, pose significant challenges for innovative enterprises. However, the paper argues that the major environmental risks not only have a negative impact, but may also the potential positive impact. The ability of innovative enterprises to effectively control major environmental risk, turning them from threats side to the opportunities side, is the key to the success of strategic transformation. The following works are done in this paper:(1) based on this team’s research results of dynamic analysis of major risks in the sustainable innovation process, this paper summed up relationships between major risks with major environmental risks; the definition of major environmental risks in innovative enterprise strategic transformation period is given, as well as its types and characteristics; the opportunistic characteristic is discussed emphatically;(2) opportunity factor analysis tree is constructed by using system analysis methods, to identifying opportunity factors deriving from major environmental risks in innovative enterprise strategic transformation period; Guided by the double standard risk level assessment method, and the fuzzy mathematics method, double standards opportunity factor fuzzy evaluation matrix is build to evaluate opportunity factors; fuzzy lattice closeness method, is applied to determination of opportunity factor’s opportunity level; above works constitute opportunity factor analysis mode for major environmental risks in the innovative enterprise strategy transition period.(3) the case analysis part applies to opportunity factor analysis mode for major environmental risks in the innovative enterprise strategy transition period to XX Bio-tech co., LTD, who is now in the strategic transition and is innovative enterprise in Yunnan province. Relative opportunity factors are identified. Their assessment if complicated by experts, bases on which the opportunity level of each opportunity factors are determined. Specific suggestions are then given to XX Bio-tech’s senior managers to take advantage of its opportunities factors.
