As the market economy is gradually improved and the reform of personnel system isconstantly deepened, the competition among enterprises increasingly focuses on thecompetition of core backbone talents. The middle management in enterprises, not onlythe strategy executant, but also the maker and regulator of tactics, has been the mainstayin enterprise personnel and plays a role of bridge and link between high level and basiclevel. Accurate assessment of capacity and performance, potential fulfill, andenthusiasm-arousing for middle management is directly related to the play of corecompetence and the realization of vision and strategic objectives in enterprises.Based on the intensive study for performance appraisal theory both home andabroad, in this thesis, it conducts systematic study and reflection on the performanceappraisal system of middle management in JL group by using the related theory andmethod of human resource management and new institutional economics. A series ofproblems are found with the current performance appraisal system, such as poorpertinence and operability, delayed feedback and inefficiency. For these problems, thethesis integrates the current status of performance appraisal work of middle managementfor JL group, and the requests for middle management of the modern enterprise in newperiod and new situation, based on the analysis of post, it adopts the methods of keyperformance index, analytic hierarchy process and ambiguity synthetic judgment,refines the index system and weight distribution of comprehensive appraisal, promotesthe performance appraisal system of middle management for JL group, and reconfigurethe comprehensive appraisal system for middle management for JL group.The article considers that as a large and medium-sized state-owned enterprise andpublic company, JL group makes an important contribution for the development ofMotorcycle industry, cultivates lots of management and technical personnel for theindustry and itself in the presses of enterprise development, and gathers rich experiencein performance appraisal of middle management for enterprise. However, in recentyears, the development of JL group can’t keep pace with the times. The most importantreason is that the potential and function of the middle management in the group valuecreation activity is not motivated and used effectively in the initial performance appraisalsystem. Therefore, it is realistic and urgent for JL group to study the reconfiguration ofcomprehensive appraisal system for middle management during the period of transitionand opportunity.The research results of the thesis can provide constructive ideas and operationschemes to complete and reconfigure the comprehensive appraisal system of middlemanagement, and promotes human resource management level and efficiency for JLgroup, meanwhile, it can also provide reference for comprehensive appraisal systemreform of middle management for other state-owned enterprise.
