China Immigration Inspection (CII) is tasked with border inspectionduties at open airports, seaports and land ports. It is an integral partof national administrative organs, and an important window for showcasingChina’s high-level law enforcement and harmonious development to therest of the world. CII officers, while shouldering the responsibilities,fulfil the sacred duty of disseminating China’s age-long civilization.With the rapid development of social cultures and economicconstruction, CII has gradually perfected itself and is steadilyprogressing with its professionalization since its establishment. Higherdemands, however, have been raised of CII, now that globalization and thecountry’s construction of a harmonious society quicken their paces. CIIis focusing on three vital aspects, i.e. Service-orientedness,Professionalism, and Occupational Spirit, and has come to theunderstanding that regularization, specialization, professionalizationand standardization are the fundamental route to raising its servicestandard, to which the key is to build a quality team of CII officers withsound occupational spirit.By comparing the actual requirements of domestic and internationalpassengers and looking into the mature mode of our internationalcounterparts, however, we are still lagging behind in the three vitalaspects. The problems manifest in the ‘vocational lassitude’ found on,or still dormant on, inspection officers in the process ofprofessionalization, which causes a decline in their spirit,pro-activeness and initiatives, a low rate of recognition and loyalty totheir profession and duties, and constrained the service standard frombeing further boosted, to some extent. This thesis focuses on the ‘vocational lassitude’, which is foundon, or dormant on, inspection officers during professionalization,analyzes the cause behind, offers relevant measures to eradicate such‘vocational lassitude’, and attempts to solve the ‘bottleneck’problem holding back our drive to further raising CII’s service standard.It sets out to build a better vocational atmosphere, provide bettertraining to raise inspection officers’ professional quality and spirit,inspire the urge in them to work harder and increase the efficiencies ofimmigration inspection.The author is currently holding a cadre position at Shanghai AirportImmigration Inspection (SAII) with six years’ working experience. TakingSAII as an example, this thesis analyzes the problems encountered duringhuman resource management and offer suggestions and counter-measures.This thesis has a six-chapter structure. Chapter One is anintroductory to the thesis’s objectives, significance, research methods,research status-quo and main view points. Chapter Two mainly introducesthe evolution process of CII’s professionalization. Chapter Threeanalyzes problems arising from human resource management in CII by meansof questionnaire and interviews. Chapter Four is talking about the lessonsdrawn from Hongkong Immigration Department’s administrative innovations.Chapter Five raises practical measures for innovating human resourcemanagement.
