Human resource management is the product of a certain stage of the development of modern society, the representative of the combination of theory and practice and a powerful management tool for human society to acess greater progress, higher efficiency and better performance.As the guardian of the homefront, the frontier inspection department plays an remarkably important role in social management, and the overall service condition, as a consequence,generally reflects the civilization and service awareness of our country. And then, the competency of the police troop which in fact finally determine the efficiency and quality of frontier inspection.The frontier inspection department has entered a new era of professionalism after a relatively long process of development, undertaking a tougher task especially with the further development of economic globalization and the construction of harmonious society of our country. For the moment, however, there is still a certain disparity between the well-developed foreign frontier inspection department and us in fields of service concept, professionalism and social status. Apart from all the flaws above, burnout, low passion, Insufficient achievement and belonging sense occured during the professionalization, which restrict the development of both the frontier inspection department and the police’s self-development. Therefore, carrying out innovative human rescource management in order to promote plolice’s initiative and the enthusiasm makes significant sense.Hence, to solve the basic problem, this article analyzes the ralative theories of professionalization and human rescource mangement, puts forwad the reason for job burnout and proposed innovation strategies of human resource management through a large-scale reserch of the development\human resource management and professionalization of A. All the studies in this article mainly bases on the whole professionalism of frontier inspection department and the particular survey on A.
