The Economic Benefits Assessment Of Household Biogas In Sichuan Danling

Nowadays whole of the world endure double pressures of energy shortage and environmentalpollution.Searching for clean,renewable energy becomes the new hot spot for energy development.As akind of clean,renewable energy,biogas preferably solved the energy and environment problems in ruralareas of our country.As one of the most suitable areas for biogas in China,Sichuan province has thelargest number of biogas plant.Compared with other areas in Sichuan province,Danlin has twocharacteristics.One is that this region has a high popularization of household biogas.By the end of2011,the rate of rural household biogas construction in suitable areas in Danlin is98.86%.Another oneis that government receipts of Danlin is less than100million until2011yuan.However,the farmers percapita net income is6967yuan by the end of2011,which is higher than other areas in Sichuan province.These characteristics show that household biogas has an effect on farmer’s income. Based on the datafrom questionnaire and government,the paper analyzes economic effects of household biogas in Danlinand its influencing factors by cost-benefit analysis and sensitivity analysis.The following conclusionsare drawn form this research:(1) Using biogas increase farmers’ income. Based on the analysis of desire, as the rate of usinghousehold biogas has increased so has the farmers per capita net income.There’s a positive correlationbetween them. The change of farmers’ life energy structure also changes their income structure.(2) Farmers have a strong will to use household biogas in Danlin. Based on the analysis of desire,they take biogas as an optimal fuel even in conditions that their income’s increased.(3) The household biogas in Danlin has a economic feasibility. Based on digesters’ financial andeconomical evaluation and analysis of index as NPV, IRR, and investment cycle concludes thathousehold biogas in Danlin has a economic feasibility no matter from personal or social perspectivewithout considering any environment benefits.(4) Farmers focus on the cost of digester but the government focus on the benefit. Based onsensitivity analysis, construction cost is the biggest influencing factor for farmers and benefit is thebiggest influencing factor for government.In order to promote the further development of household biogas in Danlin, some suggestions aremade basing on the conclusion as following: Government must increase support for biogas. Improve thebiogas technology research and develop the service system. The government has to make local policiesto fill up the blank of law.
