Human resources are the basic source of modern enterprise’s survival and development, human resources development and management has become the general interest for enterprises, in which performance appraisal is the focal point and difficult point of human resource development and management.Performance system includes organizational performance, department performance and employee performance. At present, theories and methods of performance management, which mostly regarding discussion on employee level, but few specialized studies of performance management system and departmental levels. In fact, performance management is an important part of organizational performance and key link of organizational performance and employee performance; both reflect organizational goal decomposition of the middleman, but also reflect the department’s creation together; not only reflect the cooperation and coordination within the sector, but also reflect the collaboration and cooperation between the concerned sectors.Performance evaluation of oilfield enterprise, especially establishes and improves the performance evaluation method and mechanism is a current important topic. The experience and present condition fully showed that establishes scientific and rational performance evaluation system has vital practical significance for overcoming malpractice in its original system and mechanism for oilfield enterprise, gradually setting up and improving modern enterprise system, rationally distributing, developing and managing the human resource, full reassigning and protecting the working initiative and creativity of employee, molding and displaying the superiority of enterprise human resource, promoting enterprise’s development speeds up.This article regard A oil production plant as a example, first describes the theory of performance management and department performance management, and analysis the status of performance evaluation in oilfield enterprises relevant sectors, found that the main problem is lack of systemic theoretical basis of performance evaluation and systemic framework, the computational method of individual scoring of key performance indicators is unitary, the indicators’ establishment is unscientific. After seeking out these problems, according to commonly used method of department performance management-goal control law,360degrees performance review and key performance indicators law, balanced score card law, have constructed the oil field enterprise department performance evaluation system combine with the oil field enterprises’ organizational structure. In order to guarantee the effective implementation of oil field enterprise department performance evaluation, proposed the corresponding safeguard measure-enhance performance management idea seepage, clear the responsibility and division between the human resources department and the straight line department, establishes the communication mechanism between management level and staff, establishes the integral performance management system, display the drive mechanism of department performance management.
