In the planned economy era, Many companies have implemented equally, lacked of scientific performance management system, more or less a kind, motivated employees are bruised, this has seriously affected the development of the productive forces. With the arrival of the knowledge economy, more companies have come to realize that the most precious resource of enterprise is innovative, high performing employees, whether performance management is scientific or not is an important factor affecting the innovation of staff and improving performance. As an important function in human resource management, performance management has been widely valued and used in the practice of management companies, but in actual operation, many problems have been exposed, greatly reduced the effectiveness of performance appraisal, how to properly analyze and solve these problems, it will have an important significance sustainable and efficient development of enterprises.Zhongyuan Oilfield is a large state-owned enterprise which is a subsidiary of the Sinopec. Since its establishment in1982, Zhongyuan Oilfield combined with their own reality, and constantly explored the establishment of performance appraisal management system for their own. Currently, Zhongyuan Oilfield facing production continues to decline, the cost pressure increases, the burden of severe staff and other serious problems, the original performance evaluation management system is difficult to play a real incentive effect. This is not a good interface with enterprise production and management, promotion and other aspects of workers. Assessment methods will be a lot of deviation in the actual operation, can not be combined with actual well production and operation, the specific indicators decomposition is difficult to implement, resulting assessment work constantly encounter problems, personal incentive efforts ineffective. Through the study of the performance appraisal system of Sinopec and Zhongyuan Oilfield, the analysis of large enterprises domestic and foreign advanced performance appraisal management experience, this paper take the basic of the performance management theory, from the aspects of setting performance measure, management performance appraisal process, the application of the results of the assessment, studies and analyzes the performance appraisal management problems of Zhongyuan Oilfield. Finally, combined with the advanced enterprise management experience and the actual situation of Zhongyuan Oilfield, this paper puts forward some opinions and suggestions on rectification method problems in performance appraisal of Zhongyuan oilfield.Taking the problems of Performance Management of Zhongyuan Oilfield as the core research and analysis, this paper deeply summarizes and put forward the solution of the problems. Analysis on the human resources management as the basis of knowledge, the performance management of Zhongyuan Oilfield in the proposed can improve the scientific measures, it has a very practical significance for improving the performance appraisal system and oilfield development.
