Research On The Problems And Reform Of Forest Rights Transfer In Yidu City

Forest right transfer is the effective way to solve the current problem of collective forest region’s fragmentation and realize the scale advantages of the forestry. It is the inevitable requirement to promote the land resources to reasonable flow and optimized allocation. It is the objective requirement to promote the sustainable management of forestry and the sustainable development of the rural economy. It is the important measures to maintenance the security of forest resources and consolidates the achievement of collective forest right system reform. So as to clearly understand the current status of forest right circulation of our country, to deeply analysis the problems and reasons that existing in the forest rights transfer process, so as to put forward some suggestions. This paper will take with the forest right circulation situation of Yidu City as an example. By the processing of statistical data and survey data and using the research method of combining theory and empirical to analysis the theory of forest property right transfer, the situation of forest right circulation of Yidu city, the main problems in the circulation process and put forward reasonable proposals for reform. In order to promote the transfer of forest right orderly, improve the economic value of forest rights and promote the collective forestry to realize specialization, industrialization and scale of operation. This paper is divided into five parts:The first part introduces the historical background, research status at home and abroad, the main research contents and research methods, as well as the main innovation points and shortcomings.The second part introduces the basic theory of forest right circulation. It is discussed by the point of view of concept and classification of transfer of forest rights, the content and methods, so as to let you to form a preliminary understanding for the forest right circulation theory.The third part mainly analyzes the present situation of forest right circulation in Yidu city. For using the appropriate statistical data related to urban forestry bureau and the survey data analysis, we can found that:the construction of the leading organization of forest right circulation in Yidu city carried out steadily; the job of issuing the forest rights has made much progress; forest right circulation scale; the forest right to mortgage and loan develop very slow; farmers forestry cooperatives develop rapidly; forest economic output is very rich.The fourth part analyses the main problems on appropriate urban forest right circulation process. Great progress has been made in the city of the forest right circulation work, but at the same time, we can not ignore that it is still exist the following problems in the forest right circulation process:laws and regulations are not perfect, the forest land circulation unsystematic; forest right circulation is hidden, the market mechanism is limited to play; property rights is fuzzy and illegal transfer events easily hair; service system is not mature, the enforcement of circulation of forest property right is blocked; circulation time is difficult to determine and the stability is not high; the circulation of forestry insurance mechanism is not perfect and management risk is bigger.The fifth part is in front of several parts to put forward the reform proposals to promote the transfer of forest rights norms in Yidu city to carry out reasonably. The main points are as follows:firstly, accelerate the construction of laws and regulations, standardize the circulation of forest property right; secondly, establishing and perfecting the forest right circulation market, optimize the allocation of resources; thirdly, clearly defined land property rights, ensure the legitimate transfer; fourthly, cultivate the forest right circulation service system, improve circulation efficiency; fifthly, reasonably determine the forest right circulation time, improve circulation stability; sixthly, improving forestry insurance system, improve the penetration rate of the forestry insurance product.The sixth part is the conclusion of this paper. This part is a simple summary based on the front content that we have talked about.
